1 <br /> Everett Fire Department Strategic Plan—2013 <br /> The Department's internal strategic planning team was assembled from a cross-section of the <br /> ' organization's members and all participants were committed to the project's success. As part of this <br /> process, the facilitators asked team members to participate on a no-rank or position basis. Labor and <br /> ' management participated fully and without silent disbelief. As a facilitation strategy, the fire chief and <br /> union president reserved comment on issues until other members of the organization spoke so as not to <br /> ' influence discussion or perspective.
