The survey is a <br /> standard instrument used by ESCI to gauge the internal dynamics and environment of the fire <br /> department, which helps tailor the process to the organization once the planning workshop begins. The distribution of the respondents indicates that the vast majority, 82.8%, are currently <br /> assigned to engine companies, ladder companies, and medic units providing direct emergency response ' <br /> service to the community. The experience and tenure of those responding is significant, indicating an <br /> older, established fire department with little turnover.
