PUBLIC WORKS/SERVICE CENTER REDEVELOPMENT PROJECT <br /> PROJECT SUMMARY <br /> MARCH 14,2014 <br /> PROJECT PREMISE: <br /> 1. Public Works—Building No.1 and Building No.4 need to be addressed due to their seismic <br /> vulnerability coupled with the criticality of the Public Works Department readiness following a <br /> seismic event. <br /> a. The first sign of seismic vulnerability occurred in 2001 when Building No.1 suffered <br /> minor damage due to the Nisqually quake. <br /> b. Spurred on by the 2008 College Campus site debate the City of Everett hired the DLR <br /> Group to provide a Services Master Plan &Services Center Relocation study. <br /> c. The Japan earthquake and tsunami of 2011 heightened the awareness of the <br /> importance of Public Works readiness following a seismic event. Due to the Japan <br /> event,seismic considerations and costs were included in the DLR-Services Master Plan <br /> study. (Completed July 2011) <br /> d. To follow up on the seismic considerations of the DLR-Services Master Plan the City <br /> hired OAC Services in 2013 to conduct a Level 2-Seismic Evaluation of Building No.1 <br /> and Building No.4. That study concluded the following: <br /> • Building No.1 should be either seismically upgraded ($9,700,000) or replaced <br /> ($14,700,000). <br /> • Building No.4 should be replaced due to costs.($4,300,000 to upgrade vs <br /> $3,900,000 to replace) <br /> 2. Public Works—Building No.1 and Building No.4 are the main focus of the Service Center <br /> Redevelopment Project because they contain the most people and emergency response <br /> infrastructure. (Note: Most of the Service Center Buildings are around 40 years old) <br /> a. Building No.1 contains the following departments and emergency response <br /> infrastructure: <br /> • Public Works—Administration <br /> • Water,Sewer and Streets Operations and Maintenance <br /> • Public Works—Engineers <br /> • City Engineers <br /> • Building Department& Building Records <br /> • Traffic Engineers and Traffic Signal Central Controller <br /> • Purchasing Department <br /> • Service Center Phone& IT Hub <br /> b. Building No.4 contains the following departments and emergency response <br /> infrastructure. <br /> • TSG Department (Telemetry Services Group) <br /> • TSG Infrastructure-Telemetry which provides real time status information and <br /> controls the City's water and sewer infrastructure. (Pumps and Lift Stations) <br /> • Public Work's Emergency Operations Center <br /> 2 <br />
