2 <br /> 3. Based on financial and logistical reasons the existing Cedar Street-Service Center location is <br /> currently the most viable location for Public Works operations. <br /> a. The City hired David Evans and Associates in 2010 to provide a Centroid of Service Study <br /> to identify the most efficient location for the delivery of services by the Public Works <br /> Department. Due to proximity and ease of access for the business community, <br /> proximity to the Government center,ease of access to the Water filtration plant and <br /> Waste Water treatment plants via Interstate 5 and State Highway 2, proximity to the <br /> departments bone yard at the KC/Riverpoint site,and the higher frequency of <br /> maintenance requirements of North Everett,the centroid of business and most cost <br /> effective location for the Public Works Department is between 41st Street and Everett <br /> Avenue and Interstate 5 and Broadway. <br /> b. The DLR Group—Services Master Plan &Services Center Relocation study of 2011 <br /> considered the following sites within the boundaries of the Centroid of Service Study as <br /> meeting the size requirements for the entire Service Center. <br /> • Acrowood Site: (Located at Smith Street&40th)The Acrowood site was <br /> dismissed due to cost($61,130,098). <br /> • KC/River Point Site: (Located at the end of Railway Avenue)The KC/River Point <br /> site was dismissed due to cost($84,201,345). The cost included the <br /> construction of an access bridge from Everett Avenue down to the site to <br /> resolve the train blockage issue. <br /> • Existing Service Center Site: (Located at Cedar& Pacific). The complete <br /> redevelopment of the Service Center including Everett Transit was dismissed <br /> due to cost. ($64,848,759) <br /> c. Reservoir 3 Site: (Located near Evergreen Way and Pecks Drive)was studied as a <br /> possible Service Center site in the past. This site was dismissed due to factors cited in <br /> the Centroid of Service Study. <br /> d. South Everett Industrial Sites: Various locations have been considered but not studied. <br /> These locations were dismissed due to factors cited in the Centroid of Service Study. <br /> 4. As all of the above sites were either outside the Departments centroid and/or the cost to <br /> relocate the entire Service Center was not fundable,the focus was narrowed to just assessing <br /> the immediate and most critical need of the seismic vulnerability of Public Works-Building No.1 <br /> & Building No.4. <br /> PROJECT DESIGN OPTIONS: <br /> 1. The Public Works Department and Facilities Department have developed a Design Premise and <br /> Design Options to address Public Works- Building No.1&Building No.4. <br /> 2. The Design Premise is as follows: <br /> a. Continue to provide Public Works Operations at the Cedar& Pacific location. <br /> b. The redevelopment of the Service Center shall consolidate Public Works Buildings to <br /> the west side of Cedar Street in order to free up one block for future sale and <br /> development. <br /> c. The construction of a 4 story office building will add value to the 24 acre parcel should <br /> the Service Center relocate in the future. (Option 9 &10) <br /> 3. The Design Options are as follows: <br /> a. Option 7—Upgrade Building No.1 and Replace Building No.4(Estimate-$26.7 Million) <br /> b. Option 9—Replace both Building No.1 and Building No.4 (Estimate-$26.5 Million) <br /> c. Option 10—Replace both Building No.1 and Building No.4(Estimate -$28.7 Million) <br /> d. The Design Option Estimates above do not include escalation due to time <br /> 3 <br />
