5 <br /> Note: Pursuant to arbitrator Ken Latsch's award re-submitting the progression issue to labor- <br /> management, the parties will continue to work in the labor-management setting to develop <br /> workbooks on the promotional positions other than Captain and Battalion Chief. During the <br /> course of those discussions, the City's concept of a "curriculum" for each position could be <br /> raised, as long as it is in the context of finishing workbooks first. The committee should <br /> complete its work on the workbooks by December 31, 2014. Arbitrator Latsch will retain <br /> jurisdiction over this issue until December 31, 2014. In the event the parties are unable to <br /> complete their work by that date, they are to submit the remaining issues for determination <br /> through arbitration. <br /> Note: Labor and management are obliged to undertake to revise this article, including <br /> completion of workbooks, during 2014.
