3 <br /> Exhibit B <br /> Operational Restrictions <br /> FOREST ROAD MAINTENANCE AND ABANDONMENT GUIDELINES <br /> Northwest Region State Lands <br /> ACTIVE FOREST ROAD MAINTENANCE <br /> Grantee shall perform the following maintenance on roads as shown on Exhibit A. <br /> Active forest roads should be inspected at least once per year and after significant storm <br /> events. Active forest roads should be considered for closure during periods when <br /> physical damage may occur(freeze-thaw or heavy rain). <br /> II. Cuts and Fills <br /> A. Maintain slope lines to a stable gradient compatible with the construction <br /> materials. Remove overhanging material from cut slopes. <br /> B. Spoils from slides or other sources should be placed and compacted in a stable <br /> location so they will not enter into any Typed waters or wetlands. <br /> C. Undesirable slide spoils and debris should not be mixed into the road running <br /> surface materials. <br /> D. Clear brush by mechanical means 8 feet beyond the centerline of the ditch and 8 <br /> feet beyond the outside edge of the road. Brush corners as needed for sight <br /> distance. This only applies to the new road construction on Grantor's land. <br /> III. Surface <br /> A. Grade and shape road surface,turnouts and shoulders as needed to maintain the <br /> crown for drainage. Inslope or outslope as needed to provide suitable surface <br /> water runoff in an even, dispersed manner. <br /> B. Blading must not undercut backslope at bottom of ditchline. <br /> C. Surface treatment(water or lignin)may be required to control dust and to retain <br /> fine surface rock. <br /> D. Desirable running surface material should be maintained on the roadway. Replace <br /> running surface material lost or worn away. <br /> E.
