<br />B. Residentialuses,uptoandincludingsingle-tam-
<br />ily, duplexes, triplexes and tourplezes:
<br />1. Where, in the opinion of the city engineer, the
<br />e�dsfing sueet and alley improvemenu can adequately
<br />serve the property in the short term future, in accor-
<br />dance with the published Administrative Guidelines
<br />the requiremenu shall be to provide a recorded LID
<br />covenant for a local improvement district for conswc-
<br />tion of sheet and alley improvements togetl�erwith all
<br />necessary appurtenances
<br />2 Whem, in the opinion of the city engineer, the
<br />e�dsting sueet andlor alley improvements aze inade-
<br />quate or no pubGc street a�d/or alley improvements
<br />e�ast:
<br />a. Where ultimate improvements aze, in the opin-
<br />ion of ffic city engineer, using reasouable engineering
<br />judgment not desirable, or, in the case of known plans
<br />for more comprehensive improvements, enwmpassing
<br />the public right-of-way abutting the site, the city engi-
<br />neer may allow that the properry owner s6all provide a
<br />recorded LID covenant, for a local improvement dis-
<br />trict for conshvction of street and alley improvemenss
<br />together with all necessary appurtenances,
<br />b. In all other casu of inadequute improvemenu or
<br />no public street or alley impmvemenu, full street
<br />and/or alley improvemen[s shall be required;
<br />3. Provided, liowever, the addition of a residential
<br />garage or carport shall be ezempt from requirements
<br />of this chapterwhen such construction is an addition to
<br />an eAsting residential use, up to and including single
<br />family, duplexes, triplezes, and foucplezes.
<br />C. All owne� of properties shall ded:cate addi-
<br />tional righhcs-of-way as necessary to complete the re-
<br />quired sVeet improvements in accordance with city
<br />standazds; provided, however, that the developer shall
<br />still be required to meet the appropriate setback re-
<br />quirements az well as all other applicable performance
<br />standards.
<br />D. All improvements required abwe shall be ex-
<br />tended as necessary to provide a smooth transition with
<br />eAsring improvem.nts, both laterally across the street
<br />and lon�jmdinally up and down the strcet, for drainage,
<br />vehiculaz and pedestrian traffic.
<br />E. For residential uses, up to and including single-
<br />family, duplexes, uiplexes and fourplexes, a neig66or-
<br />hood residential sueet shall be considcred adequate as
<br />IongastheeAstingr.haracterofthesurroundingstreets
<br />and pedestrian facilities consist of an eighteen foot

<br />asphalt surface and a three foot shoulder beyond thc
<br />hazd surface street section. On arterial and high vol-
<br />ume residential streets, a siz foot shoulder shall be
<br />deemcdasadequate,exceptwhereschoolorneighbor-
<br />hood pedesvian routes eAst or are anticipated, side-

<br />13.68.030 AdminisUation.
<br />The authorized ad.ninisnator of this chapter shall
<br />be the city engineer, and he is delegated the adminis-
<br />trative responsibilities contained in this chapter. (Ord

<br />13.68.040 Designstandnrds/grndes.
<br />A. All street and alley improvemcnu shall be to city
<br />design standards and approved by the city engineer.
<br />B. The city engineer shaU utilize the unifocm gco-
<br />metric standazds for the design of city streets as per
<br />RCW 35.78.020-040 (Draft Copy from Washington
<br />State Department of Transportation dated Septembcr
<br />18,1978, and subsequent versions), the American Pub-
<br />Gc Wor}:s Association Standard Constmction SpeciS-
<br />cations (current editlon) together with such other stan-
<br />dard he may adopt and publish.
<br />C. Tn additioa, desi� standards and street im-
<br />provement requirements of speci6c application to cer-
<br />tain streets, locatio;u or neighborl�oods may be further
<br />designated or dcfincd by ordinance or resolution.
<br />D. Theciryengineershallfu�nishwntrolelevations
<br />for final grades of required improvements. (Ord. 555-

<br />13.68.050 Coastruction.
<br />All street and alley improvement plans shall be pre-
<br />pared by a licensed engineer on twenty-four inch by
<br />thirty-su inch size mylar reproducible paper for ap-
<br />proval by the city en�ineer prior to starting construc-
<br />tion. All construction work shall be inspected by the city
<br />engineer, oc his representative. Upon completion of
<br />construction, the city engincer is authorized ro accept
<br />such improvement ancUor any right-obway dedication
<br />required herein on bchalf of the city. (Ord. 555-78 § 5,

<br />13.68.060 Issunnceotbullding permlL
<br />No new buildingpermit shall be issued until all street
<br />and alley improvemenu aze completed and accepted
<br />by the ciry engineer, provided, iiowe�er, upon proper
<br />application to the building department, the ciry engi-
<br />neer may authorize issuance of a building permit upon
