Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Tomorrow's Hope Childcare program in a <br /> manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Tomorrow's Hope Childcare will serve 5-15 Householdby providing child care and trauma- <br /> informed child development services for low-income and formerly homeless families. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> The goal of this project is for very-low income households to have affordable child care so that they <br /> are able to pursue living wage employment. Tomorrow's Hope Child Development Center serves <br /> between 175 and 200 children each year. Approximately 10% of families served fall in the income <br /> bracket that either disqualifies them from state child care subsidies or only provides a very small <br /> subsidy that is still unaffordable for their family. <br /> In addition to this goal, the overall program's goals are for homeless and low-income children to <br /> achieve on-target development and be Kindergarten ready before entering elementary school. <br /> Progress toward these goals is measured by Teaching Strategies GOLD® developmental <br /> assessments. Our goal is that at least 75% of children who enter Tomorrow's Hope with a <br /> developmental delay either make progress toward or achieve on-target development in social- <br /> emotional, language, physical and cognitive development. <br /> Tomorrow's Hope Child Development Center is the only licensed child care facility in Snohomish <br /> County specifically designed to meet the unique needs of children and families who have <br /> experienced the trauma of homelessness or poverty. This program provides high quality, trauma <br /> informed childcare and early intervention child development services to approximately 175 children <br /> from 120 families each year. In addition to being a full-service Kindergarten readiness program, <br /> Tomorrow's Hope is a one-stop resource and referral guide for homeless families. The program <br /> supplies information about everything from parenting strategies, special needs services and <br /> pregnancy support to sources for children's clothes and shoes. This effective program gives <br /> homeless families the skills and resources to create safe, stable homes for their children. The <br />
