IRC R105.1 Required. <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, <br /> demolish or change the occupancy of a building or structure, or to erect, install, <br /> enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or <br /> plumbing system, the installation of which is regulated by this code, or to cause any <br /> such work to be done, shall first make application to the building official and obtain <br /> the required permit. <br /> To resolve these issues you must: <br /> 1. All inoperable vehicles must be removed from the property, or made operable to <br /> include current license, or they may be lawfully enclosed. Inoperable vehicle(s) may <br /> be stored inside a garage or they may be covered by an opaque auto cover <br /> specifically designed to completely shield the vehicle from view. The cover must be <br /> in good condition and must be replaced if it is torn, weather-beaten, or acquires any <br /> other defects. Tarps and makeshift covers do not meet the requirement. <br /> 2. Remove and properly dispose of unwanted items discarded on the property. <br /> 3. Items you wish to keep must be stored in an enclosed area. <br /> 4.
