B. This section shall apply whether or not permission has been given for the <br /> vehicle to be left on the property. (Ord. 2837-05§4, 2005: Ord. 2338-98§3, 1998) <br /> An inoperable vehicle is defined by EMC 8.22.020 which reads: <br /> EMC 8.22.020 Definitions. <br /> For the purposes of this chapter, the following words shall have the following <br /> meanings: <br /> G. "Inoperable vehicle"means a motor vehicle substantially meeting the following <br /> requirements: <br /> 1. Not having valid vehicle license and tabs; or <br /> 2. Damaged to such extent as to render it illegal for operation on any public highway, <br /> including but not limited to any of the following:broken head or taillights, broken or <br /> missing mirrors, cracked or missing window or windshield, deflated tires, missing <br /> seats or steering wheel, or other general conditions that would render a vehicle <br /> incapable of being driven on a public highway. <br /> The presence of junk and discarded or stored personal and/or household items within <br /> public view are violations of the following section of the Everett Municipal Code (EMC) <br /> 8.20.020 A, C, E & G and international Property Maintenance Code (IPMC) Section <br /> 308,which read: <br /> EMC 8.20.020 Nuisances—Residential property and nonresidential property. <br /> Except as authorized by subsection H of this section or as may be allowed by <br /> another city ordinance, no person owning, leasing, renting, occupying or having <br /> charge or possession of any property in the city, including vacant lots, shall maintain <br /> or allow to be maintained on the property outside of a fully enclosed structure such <br /> as a shed, dwelling, or closeable garage, any of the following conditions visible from <br /> any street, alley, or other public or private property: <br /> *** <br /> A. Junk, trash, litter, boxes, discarded lumber, salvage materials or other similar <br /> materials; <br /> C. Broken or discarded furniture, household equipment and furnishings; <br /> G. Vehicle parts or other articles of personal property which are discarded or left in <br /> a state of partial construction or repair; <br /> *** <br /> The property currently contains two approved dwelling units. If a third dwelling unit <br /> (Apartment C) has been created, it was created the construction and/or alteration of the <br /> residential structure without permits and approvals would be a violation of the <br /> International Residential Code R105.1., Permits required which read: <br /> (c:/a <br /> Everett Police Department,Code Enforcement Unit•3002 Wetmore Ave•Everett,WA 98201 •425-257-8560 <br />
