w 1101 00S
Ted de Budden
From: Tony Lee
Sent: Friday,January 18, 2019 8:23 AM
To: Donald Cunningham;Ted de Budden; Steve Ingalsbe
Subject: RE: 1918 Baker
The building is an Unlawful duplex. By examining the records, I definitively confirmed the following:
• Snohomish County tax records do not recognize a duplex for that building.
• There is no permit package (building, plumbing, mechanical, electrical, etc.) in our records that adds a dwelling
unit to the building to create a duplex.
• Permits B12438& B12439 issued in 1961 both stated that the building was an SFR—these permits established
the move of the building from Broadway to Baker.
• In 1964 permit 1730 was issued to add a bathroom on the upper floor of the residence—this did not establish an
additional dwelling unit.
• Permit application in 1996(to replace drywall and dry rot in bathroom) stated that the building was a duplex.
The permit issued for that application (B50662) does not acknowledge the building as a duplex.
• The note on the electrical permit in 1998 "billed as duplex from utilities"was from the electrical permit
application and transferred to the electrical permit—this does not create a new dwelling unit or vest an existing,
unlawful duplex.
• Letter in 1999 from Code Compliance states that an unlawful duplex exists.
• Electrical permit in 1999 (E62762)for two GFI kitchen circuits was for a SFR(permit expired w/o approval). Later
permit E0306-119 issued to detached SFR unit in back, 1918 Baker#B for same work.
• The Polk guide lists the building as a rental. The 1977,82,84,86,88& 1991 guides all show only one name. The
next guide that we have, the 1998 Polk, lists the building as having two tenants.
Therefore, based on the permit history and Polk Directories it is reasonable to concluded that the 2nd unit was added
between 1991 and 1998,without permits, inspections and approvals and is an Unlawful structure.
— CELEBRATING Tony Lee
_____ 125 Building Official 1 Permit Services
YEARS 425.257.8812 1 3200 Cedar Street, 2nd Floor, Everett,WA 98201
A story worth telling everettwa.gov/permits 1 Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
From: Donald Cunningham<DCunningham@everettwa.gov>
Sent:Thursday,January 17, 2019 3:30 PM
To:Ted de Budden<TBudden@everettwa.gov>; Steve Ingalsbe<SIngalsbe@everettwa.gov>
Cc:Tony Lee<TLee@everettwa.gov>
Subject: 1918 Baker
Ted—Steve—
Can you both verify whether or not the 1%2 story residence on the eastern portion of the property(known as 1918
Baker) has an approved 2nd dwelling unit on the upper level? I am told the 2nd level is a separate apartment with it's own
1
