Amendment No. 3 Modifications to <br />SCOPE OF SERVICES <br />SEWER "M" PROJECT (Sewer M) UP 3470 <br />Sewer System Replacement and <br />Capacity Improvements <br />Detailed Design and Construction Support Services <br />1. BACKGROUND <br />The City of Everett contracted with Jacobs for planning, design, and construction assistance <br />services to provide for construction of buried pipelines and street improvements in a 30-block <br />area, or 112 acres, roughly between 10th and 19th Streets and between Grand and Rockefeller <br />Avenues. The neighborhood is single family residential and within the NW Everett <br />Neighborhood. As a result of Initial planning efforts, project implementation was separated into <br />two phases: Phase 1 design, to resolve basement flooding issues, was to be completed in <br />2013, followed by Phase 2 design, to achieve CSO eompliance, to be completed in 2015. <br />A. Amendment No. 1 to the Agreement, dated August 22, 2012 added detailed design and <br />construction support services for Phase 1: <br />• Phase 1 modifications to its existing Combined Sewer (CS) system to include: <br />o Installation of up to approximately 6000 LF of Stormwater (SW) pipelines. <br />o Regulator structure for diverting most storm water flows to the City's wastewater <br />treatment plant through existing CS pipelines. <br />o Design development from 0% to 100% design. <br />• Phase 1 replacement of approximately 8,300 LF of aging combined sewers and 190 side <br />sewers, with design development from 0% to 100%. <br />• Phase 1 replacement or restoration of streets (including asphalt pavement, curb & <br />gutter, and sidewalk) and alley restoration, with design development from 0% to 100%. <br />B. Amendment No. 2, dated October 15, 2013 includes specific modifications to the initial <br />planning and design: <br />• Extended project management during the PSO3 evaluation phase from April, 2013 <br />through September, 2013. <br />• Level measurements at two locations for operational control, design development, 0% to <br />60% completion. <br />• Abandonment of a combined sewer (CS) trunk line, and the addition of new, smaller CS <br />trunk with side sewers and control structures, design development, 0% to 60% level <br />completion. <br />• Rearrangement of the Phase 1 sheet layout to provide a more comprehensive and <br />consistent set of construction documents, consistent with revisions to the project plan, <br />0% to 60% level completion. <br />Version 3 2 4/29/14 <br />124 <br />
