The Everett Police Department has identified these project areas as priorities <br />for funding under the JAG. <br />Project Component Descriptions <br />The current Justice Assistance Grant (JAG) project proposal includes a number of <br />equipment/technology systems or items which will meet the needs outlined above. As was <br />noted above, city budget resources are currently unavailable to provide support for a variety of <br />types of equipment and software needed for the police department. <br />The first project proposed for JAG funding is the purchase of Lexipol's Law Enforcement Policy <br />Manual; to include, Daily Training Bulletins, and the Supplemental Publication Service for <br />utilization by all department personnel. These resources would provide a critical <br />comprehensive framework to institute a clearly written policy manual with a complementary <br />training component, the ability to easily archive records, and electronically store/link other <br />types of manuals or documents. Lexipol is a risk management company that provides the <br />framework and recommendations for law enforcement agencies to develop online policy <br />manuals fully integrated with scenario -based Daily Training Bulletins (DTB) that focus on high - <br />risk, low -frequency events. Lexipol works with individual agencies to develop a customized <br />manual to meet the needs of the department and community. The policies are developed and <br />updated regularly to reflect best practices, federal and Washington State law. The DTB <br />component of the program links directly to and reinforces the policy manual by training and <br />testing personnel. Each DTB correlates to a particular policy, which puts the policy in an <br />operational context. Both DTB training records and each updated version of the manual are <br />automatically archived, which is an invaluable resource when authenticated copies of policy or <br />training records are needed, especially years after an incident. Lexipol's Supplemental <br />Publication Service provides storage for non -policy content (e.g., Procedures Manual, SOP, <br />Training Bulletins, etc.) that can be linked directly to the policy manual electronically, which will <br />simplify overall manual management. <br />The second proposed purchase is for five (5) automated external defibrillators (AEDs). These <br />units add a very important and often lifesaving tool for our patrol officers. Within our own <br />agency, we have had over a dozen cardiac saves, due to the recent training personnel received <br />in High Performance CPR. By adding AED's to our patrol units, we can continue to perform life <br />saving measures and increase the survivability rate. Currently, the county in which Everett <br />resides (Snohomish County) has seen a jump in cardiac arrest survivability. We are standing at <br />the save rate of 60% for those subjects who are found in ventricular fibrillation (VF). If the <br />cardiac rhythm is not corrected within eight to ten minutes, death will result. Medical studies <br />have proven that the sooner a flbrillating heart can be defibrillated, the better the chances that <br />the person will survive. Each minute that passes essentially reduces the odds of survival by <br />10%. If defibrillation can be accomplished within one minute of the cardiac arrest, the odds of <br />survival are about 90%. These additional 5 AED's are critical to increasing the survivability rate <br />in our community, should a citizen suffer a cardiac event. <br />87 <br />
