The third proposed project proposed for JAG funding consists of the purchase of underwater <br />search lights for our marine unit divers. Our divers perform search and recovery operations for <br />persons and evidence in a marine environment. The waters of Puget Sound, the Snohomish <br />River, and our marina community are challenging enough for our divers to see, but when the <br />depth and/or time of day necessitate searching in the dark, artificial light is required to perform <br />these tasks. Currently, our dive team operates with outdated handheld dive lights similar to a <br />marine grade flashlight. These lights must be operated using one hand and the older battery <br />technology does not last long and is not as effective as new, brighter systems. The lights <br />proposed for purchase with JAG funding, are affixed to the diver's mask and do not require <br />hand-held operation. This is a critical improvement since swimming and object manipulation <br />underwater generally requires both hands. These new technology LED lights utilize lithium <br />battery technology to improve performance. Recently our divers had an opportunity to test <br />these specific lights during combined training with Seattle PD divers. The Tight performance <br />and overall diver ability were substantially improved. <br />Summary and Conclusion <br />The Everett Police Department currently has important system, software and equipment needs <br />which can improve officer safety and overall accountability throughout department. These <br />purchases would serve to enhance safety within the department and for our citizens. The dive <br />lights would not only enhance the safety of our Marine Unit divers but also assist in faster <br />underwater rescue and recovery operations. Sufficient resources are currently unavailable <br />from the City of Everett budget to fund the requested equipment and technology needs that <br />have been described. Utilization of available Edward Byrne Memorial Justice Assistance Grant <br />funds allocated for the City of Everett to purchase this equipment and software would enhance <br />the efficiency, effectiveness and performance of our officers, detectives, command personnel <br />and civilian staff and result in a significant positive impact in overall department operations and <br />officer and citizen safety. <br />88 <br />
