EXHIBIT A <br /> SCOPE OF WORK <br /> CITY OF EVERETT HOUSING ACTION PLAN-SUPPORTING SERVICES <br /> Consultant Scope of Work 2020-01-27 <br /> ACTION 1.1 ADOPT A HOUSING ACTION PLAN(HOUSING EVERETT) <br /> 1.2. Complete an analysis of a prototypical multifamily project(s)which shows development costs and an <br /> operating pro forma to identify rents needed to cover costs. <br /> a. MAKERS will review and make comments on current regulatory proposals(Chapters 8&9,zoning tables, <br /> development standards,etc.and,as directed by City staff,prepare illustrations and materials to support current <br /> initiatives,particularly with respect to infill housing types. <br /> b. With City staff,MAKERS will identify sites and residential building types to be analyzed and will prepare <br /> prototypical site plans and schematic drawings with construction and space quantities from which BERK will <br /> prepare financial pro formas. <br /> c. BERK will analyze the site development schemes to identify their relative feasibility based on market rents <br /> vs development and operational costs and identify factors such as parking requirements and development fees. <br /> d. MAKERS will refine the graphics. The resulting report will be suitable for inclusion into the Action Plan <br /> and public information documents. <br /> e. The consultant team will assist the City as directed with materials and facilitation of a public event to <br /> introduce the City's housing strategy proposals. <br /> Products: <br /> • Comments and suggestions re:regulatory proposals <br /> • Schematic drawings and feasibility analysis of selected housing types <br /> • Materials and illustrations in support of regulatory proposals and public event. <br /> Time Frame:Public open house by late February <br /> 1.4 Draft strategies to increase the supply of housing and a variety of housing types to serve the housing needs based <br /> on projections and affordability. <br /> a. BERK will explore policy,incentive, and program measures to increase housing supply. These strategies will be <br /> reviewed and evaluated in the context of current and anticipated future market conditions as well as a rapid <br /> assessment of high priority housing needs. <br /> b. The consultant team will attend and/or facilitate a public meeting/developer forum,organized by the City. <br /> c. MAKERS will produce graphics,handouts and other public information materials for use in the Housing Action <br /> Plan. Infill housing types may be the focus of this effort. <br /> d. (Optional)If needed,the consultant team will attend and/or facilitate a public meeting,organized by the City <br /> Products: <br /> • Recommendations for incentive and program measures to increase housing supply <br /> • Graphics,handouts and other public information materials for use in the Housing Action Plan <br /> Time Frame: Public meeting/developer forum by the end of April. <br /> ACTION 1.2 ADOPT A TOD HOUSING ACTION PLAN(HOUSING EVERETT TOD) <br /> 1.11 & 1.12 Review height,scale and intensity standards within the study areas and explore alternative which would <br /> provide additional housing capacity at the least impact to the community and seek input from stakeholders. <br /> a. MAKERS will work with staff to review general goals,objectives,target development figures and opportunities <br /> to increase housing capacity and developability within a"transit overlay area"defined by the City. The primary <br /> focus will be on the light rail station proposed at Evergreen Way and SR526,along the Swift Rapid Transit routes in <br /> the City,and along Broadway north to Everett Community College. The team will discuss opportunities in the <br /> transit overlay areas,many of which will be based on previous City work such as the Evergreen Way Revitalization <br /> Plan and Metro Everett. BERK will support this work by providing input regarding the City's market and needs <br /> assessment work and the feasibility analysis from in Action 1.1. <br /> b. MAKERS will explore development opportunities through an analysis of existing and current land uses,as well <br /> as urban design,neighborhood impacts and site planning considerations. The pro formas developed in Action 1.1- <br /> Task 1.2 will assist in this effort and 3D modelling may be useful if issues such as building height,bulk and <br /> character arise. <br /> c. The consultant team will meet with staff to discuss measures to increase housing capacity and shape station areas <br /> into viable neighborhoods or other form of integrated,compatible development. Where the City has already <br /> conducted significant station area development planning,the effort will be to examine the results of those efforts and <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated August 16,2019) <br />
