The report will <br /> integrate the actions into a phased implementation strategy. <br /> Products:A report containing: <br /> • Recommendations for areas where future land use and zoning changes might be considered in the 2023 <br /> GMA update process. <br /> • TOD redevelopment and implementation strategies. <br /> • Illustrations and/or modelling necessary to communicate redevelopment and community building <br /> strategies. <br /> Time Frame:Draft report by early August. Final report by end of November <br /> ACTION 1.3 ADOPT A HOUSING DISPLACEMENT STRATEGY <br /> 1.14 Using information from action 1.2,identify the communities facing the highest threat of displacement. <br /> a. BERK will use PSRC's Displacement Risk Mapping tool to identify areas in Everett that are at greater risk of <br /> displacement based on current neighborhood conditions.This analysis will focus primarily on the"transit overlay" <br /> areas provided by the City.This analysis will be supplemented with stakeholder input about community needs to <br /> support resiliency in the context of rising housing costs.This analysis will consider risks of physical displacement <br /> due to redevelopment activity as well as economic displacement due to affordability challenges and cultural <br /> displacement where residents are compelled to move because the people and institutions that make up their cultural <br /> community have left the area. MAKERS will provide background information as appropriate. <br /> 1.15 Gather data regarding other strategies that communities have used to address displacement. <br /> a. BERK and MAKERS will identify and compile displacement reduction and mitigation strategies used in other <br /> jurisdictions,including Seattle and Tacoma.Each strategy will be evaluated for its past effectiveness as well as its <br /> relevance to anticipated conditions in Everett. <br /> b. The team will describe best practices for displacement avoidance compiled from the research in Step a. <br /> 1.16. Seek input from Stakeholders. <br /> a. MAKERS,with the City,will prepare an engagement strategy. <br /> b. The consultant team will conduct the engagement strategy with the City providing the logistics. At a minimum <br /> this will entail a public meeting to discuss displacement risk,especially in the transit overlay areas. <br /> c. Appropriate team members will brief the Planning Commission City Council and other stakeholder groups as <br /> identified in the engagement strategy. <br /> 1.17. Draft Housing Displacement Strategy <br /> a. BERK,with MAKERS' assistance will draft the Housing Displacement Strategy that will include: <br /> • Identification of displacement risk <br /> • Best practice recommendations from other communities' efforts <br /> • Input from interested parties <br /> • An integrated set of actions to reduce housing displacement. <br /> Products:A Housing Displacement Strategy Report containing the elements noted in Task 1.17.a,above <br /> Time Frame: The meeting with stakeholders to discuss displacement risk by late summer/early fall. <br /> Page 13 <br /> (Form Approved by City Attorney's Office November 1,2009) <br />
