One purpose of this regulation is to promote good parking management by deterring future parking violations and holding the vehicle owner accountable for the outstanding parking infractions. Currently, however, a vehicle owner can redeem a vehicle that was impounded for four or more outstanding infractions without paying the outstanding infraction fees. This proposed amendment to the vehicle impound ordinance would hold vehicle owners accountable for these past infractions by requiring the payment of the outstanding infraction fees prior to the release of the vehicle from impound.
