EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET I t
PROJECT TITLE:An Ordinance Related to Briefing COUNCIL BILL _-}
Vehicle Impounds, Amending Proposed Action Originating Department Police
Ordinance No. 993-83, as Consent Contact Person Dan Templeman
amended (EMC 46.10.010) Action Phone Number 425-257-8493
First Reading FOR AGENDA OF 6-4-14
Second Reading
Third Reading
Public Hearing
Initialed by:
Department Head
CAA t_
Council President ` ( 1
Location Preceding Action Attachments Department(s)Approval
Amount Budgeted -0-
Expenditure Required -0- Account Niumber(s):
Budget Remaining -0-
Additional Required -0-
DETAILED SUMMARY STATEMENT:
When a vehicle is parked unlawfully and has four outstanding parking infractions,the City may impound the
vehicle provided the following has occurred with the outstanding infractions: (1) a person.has failed to respond;
(2) a person has failed to appear at a requested hearing;or(3) a person has failed to pay an adjudicated parking
infraction for at least forty-five days from the date of the filing of the notice of infraction. One purpose of this
regulation is to promote good parking management by deterring future parking violations and holding the
vehicle owner accountable for the outstanding parking infractions.
Currently, however, a vehicle owner can redeem a vehicle that was impounded for four or more outstanding
infractions without paying the outstanding infraction fees. This proposed amendment to the vehicle impound
ordinance would hold vehicle owners accountable for these past infractions by requiring the payment of the
outstanding infraction fees prior to the release of the vehicle from impound.
RECOMMENDATION(Exact action requested of Council):
Adopt an Ordinance Related to Vehicle Impounds, Amending Ordinance No. 993-83, as amended (EMC
46.10.010).
65
