PURPOSE: <br />The FY 2012 Homeland Security Grant Program (HSGP) funding plays an important role in the implementation of <br />Presidential Policy Directive — 8 (PPD-8) by supporting the development and sustainment of core capabilities to <br />fulfill the National Preparedness Goal (NPG). HSGP funding shall be used for costs related to the planning, <br />organization, equipment, training, and exercise needs that prevent, protect against, mitigate, respond to, and <br />recover from acts of terrorism and other catastrophic events. The HSGP consists of the State Homeland Security <br />Program (SHSP), the Urban Areas Security Initiative (UASI), and Operation Stonegarden (OPSG). <br />The County and Subgrantee acknowledge and accept the terms of this Grant Agreement, including all referenced Exhibits and <br />Attachments which are hereby incorporated in and made a part hereof, and have executed this Grant Agreement as of the date and year <br />written below. This Grant Agreement Face Sheet; Special Terms & Conditions (Exhibit A); General Terms and Conditions (Exhibit B); <br />Approved Projects (Exhibit C); Milestone Timeline (Exhibit D); Budget (Exhibit E); and all other documents, exhibits and attachments <br />expressly referenced and incorporated herein contain all the terms and conditions agreed upon by the parties and govern the rights and <br />obligations of the parties to this Grant Agreement. No other understandings, oral or otherwise, regarding the subject matter of this Grant <br />Agreement shall be deemed to exist or to bind any of the parties hereto. <br />In the event of an inconsistency in this Grant Agreement, unless otherwise provided herein, the inconsistency shall be resolved by giving <br />precedence in the following order: <br />1.
