At least 25 percent of the combined HSGP funds allocated under SHSP are <br />dedicated towards law enforcement terrorism prevention activities (LETPA) linked to <br />one or more capabilities within the NPG. The LETPA allocation can be from SHSP, <br />UASI or both. <br />c. Personnel expenses may not exceed 50 percent of the HSGP award. <br />d. Although no longer funded as discrete grant programs, all activities and costs <br />allowed under the FY 2010 Buffer Zone Protection Program (BZPP), FY 2010 <br />Interoperable Emergency Communications Grant Program (IECGP), FY 2011 <br />Citizen Corps Program (CCP), FY 2011 Driver's License Security Grant Program <br />(DLSGP), and FY 2011 Metropolitan Medical Response System (MMRS) are <br />allowable activities and costs. <br />2. Use of HSGP funds must be consistent with and supportive of implementation of the State <br />Homeland Security Strategy. <br />3. SHSP-funded projects must address the identified planning, organization, equipment, <br />training, and exercise needs to prevent, protect against, respond to, and recover from acts <br />of terrorism and other catastrophic events. <br />In addition, SHSP projects are to support the implementation of the National Preparedness <br />Guidelines, the National Incident Management System, the National Response Framework, <br />and the National Strategy for Information Sharing, the National Infrastructure Protection <br />Plan, and the State Preparedness Report. <br />4. The Subgrantee shall use HSGP funds to perform tasks as described in the Projects of the <br />Subgrantee's award for funding, as approved by the County and the Department. <br />5. Exercises should be managed and executed in accordance with the Homeland Security <br />Exercise and Evaluation Program (HSEEP). Equipment must be in compliance with the FEMA Authorized Equipment List (AEL), as <br />detailed at: http://www.rkb.us/. <br />7. Subgrantees will provide report and/or assist with completion of reports required by the <br />grant. <br />8. The Subgrantee or a Subcontractor shall submit all proposed equipment purchases to the <br />Committee on Homeland Security, Subcommittee on Equipment to ensure that the <br />requested equipment is on the Authorized Equipment List, is aligned with the statewide <br />equipment purchasing strategy, and meets all statewide interoperability and standardization <br />requirements. No reimbursement for equipment costs will occur until the appropriate <br />approvals have been obtained. <br />9. Equipment purchased with funds from DHS grant programs, when possible, should be <br />marked with "Purchased with funds provided by the U.S. Department of Homeland <br />Security" whenever possible. <br />10. The Subgrantee will comply with <br />a. All applicable state and federal statutes, regulations and executive orders relating to <br />nondiscrimination, including but not limited to: (a) Title VI of the Civil Rights Act of <br />1964 (PL 88-352, 42 U.S.C. 2000d) which prohibits discrimination on the basis of <br />race, color or national origin; (b) Civil Right Act of 1968 (42 U.S.C. 3601), which <br />prohibits recipients from discriminating in the sale, rental, financing, and advertising <br />of dwellings, or in the provision of services in connection therewith, on the basis of <br />race, color, national origin, religion, disability, familial status, and sex, (c) Title IX of <br />the Education Amendments of 1972, as amended (20 U.S.0 §§1681 et seq.), <br />which prohibits discrimination on the basis of sex; (d) Section 504 of the <br />SHSP-FFY 12 Page 8 of 25 E13-152 — Everett -DEM <br />47 <br />
