The fire reportedly occurred on December 31, 2015. We met with Mr.
Steve Withrow, from Belfor Property Restoration, at the site on January 2,2016.
The subject building is a three-story, wood-framed structure with a total of 30 two-bedroom
residential apartment units. The front of the building faces south. Units 91 through 100 are
situated on the first floor from west to east, Units 101 through 110 are situated from west to
east on the second floor and Units 111 to 120 are situated from west to east on the third
floor. An exterior walkway leads to separate short hallways that access pairs of mirrored
units. The units are similar in layout and stack vertically. A typical unit floor plan consists
of the foyer adjacent to the entry hallway that leads into the living room on the north side of
the unit. The living room and nook are situated in the north portion of the unit, and the two
bedrooms are situated in;the south portion (along the exterior walkway). The kitchen and
the bathroom are located between the nook and the bedroom on the east/west side of the
units. A sliding glass door from the living room leads to a patio at the first floor and to
elevated decks at the second and third floors on the north side of the.building.
The building steps down twice from west to east, with the steps occurring between -04 and
-05 units, and the-08 and-09 stacks. There are three partially enclosed wood-framed
stairwells on the south side of the building that provide access to the walkways; one each at
the east and west ends of the building, and one in the center of the building.
The roof framing consists of premanufactured wood trusses installed over an apparent
original flat roof system. The flat roof system consists of plywood sheathing supported by
2x8 joists, with the joist cavities filled with insulation. The floor system consists of
plywood sheathing supported by 2x10 joists. The interior finishes are typically textured and
painted gypsum wallboard (GWB).
The fire and fire-fighting activities affected most of the 30 units, the exterior walkway, and
the stairwells. During our site visit we were able to access a majority of the units.
1700 Westlake Ave.North–Suite 100 • Seattle,Washington 98109
16001 Itr the bluffs vane - Tel:[206]281-7500 • Fax:[206]281-4611
1 C/ [800]621-7300 • www.pacengtech.com
