The Everett General Comprehensive Plan designat�s the subject <br />property as 2.1, Schools and 1.2, Sfngie-Family Residential. In such <br />designations, utility facilfties must be designed, consfructed, and used in <br />a manner that minimizes vlsual (ncompatibility with adjacent uses. The <br />proposal satisfies this criterion of the Comprehensive Plan. The City of Everett was designated as the lead agency for the <br />identificatlon of environmental impacts resulting from the proposed <br />development. On Aprll 10, 2001, the City issued a Final Mitigated <br />Determination of Non-Signlflcance (MDNS). The <br />project is located at 6500 Morgan Road, Everett, Washington. (flnding 9) <br />2.
