Final SEPA MDNS #00-T7 <br />All of the exhlbits are available for Inspection at the Hea�lnq Examiners Office <br />tocated at 2930 Wetmore Avenue, 8th floor, Everett, Washington. <br />After due amsideration of the testimony and evidence presented by the <br />Applicant, and the testimony and evidence elicited during the pubUc hearing, the <br />following Findings of Fact and Condusions constitute t',�e basis ot the decision <br />of the Everett Hearing Exam(ner. <br />FI�iDINGS OF FACT <br />The Applicant requested approval of an SPU for the replacement c�f a 60 <br />foot high wood pole with a new 89 foot hfgh wood pole which will be used <br />forwireless telecommunicatlon purposes. 7he increased slzed pole is <br />being erected in order to create additional cell service opportunities for <br />the Appllcant and to provide co-location of additional antennas. The <br />project is located at 6500 Morgan Road, Everett, Washington. (exhiblt 1) <br />The subject property, a 5.3 acre parcel, is zoned R-2, Single-Family <br />Residential. It Is developed as a litt�e league ballfielc+ and Madison <br />Elementary School. 7he propertles to the north, south, east, and west <br />are zoned R-1, Sfngle-Family Residential. (exhiblt 1) <br />3. In order for a Special Property Use Permit to be granted within the Clty of <br />Everett, the criteria of EMC 19.41.150.0 must be satisfied. The <br />"General" Evaluation criteria for Special P�operty Use Permits aro: <br />(a) The need of the nelghborhood, district, or City for a proposed <br />Special Property Use. <br />(b) The adequacy of streets, utilities, and publfc services required to <br />serve a proposed use. <br />(c) The impact of traffic generated by the proposed use on the <br />surrounding area, pedestrian clrculat(on and public safety; and ablllty of <br />the proponent to mitigate such putential impacts. <br />(d) The provision of adequate off-street parking, on-site circulatlon, <br />and site access. <br />2 <br />
