Minor Home Repair program allows a homeowner up to $5,000 for minor home repairs in a <br /> five-year period. <br /> B) Under rare and exceptional instances, with City of Everett pre-approval, the Minor Home <br /> Repair Program Director may approve additional an allocation of up to $3,000 for slightly <br /> larger repairs for a very limited number of homeowners, not to exceed a total of$8,000 total <br /> project funds per property over a 5-year period. This dollar amount calculation starts with the <br /> July 2018 Contract and is not retroactive. Some examples include: tubs to showers, more <br /> extensive handicap accessibility modifications, drinking water hook ups and repairs, roof <br /> work, and well pump replacement or repairs and other health and safety related home repairs. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate subcategory under the National Objective: <br /> Housing <br /> 14A - Rehabilitation: Single-Unit Residential 24 CFR 570.202(a)(1) or 42 USC <br /> 5305(a)(4) <br /> Rehabilitation of privately owned, single-unit homes. If Housing Counseling under 24 CFR <br /> 5.100 is provided in conjunction with rehabilitation, report Housing Counseling under <br /> matrix code 14L separately. If referral services, or general budget/financial counseling is <br /> provided to residents in conjunction with rehabilitation, the services are considered activity <br /> delivery costs as a part of a 14A activity. <br /> Description of how the project will meet this subcategory: Home Repair assists low-income (at or <br /> below 60% of area median income) elderly homeowners 62 years of age and older, and adult <br /> homeowners 18 - 61 years of age living with permanent disabilities, with health and safety repairs <br /> to their homes. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and performance standards <br /> required herein through quarterly reports and site visits. Substandard performance as determined by <br /> the City will constitute non-compliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time, as determined by <br /> the City and after being notified by the City, contract suspension or termination procedures will be <br /> initiated. <br /> D. Levels of Accomplishment - Goals and Performance Measures <br /> In addition to the normal administrative services required as part of this Agreement, the Subrecipient <br /> agrees to provide the following levels of program services: <br />
