Where physical conditions render compliance with the <br /> foregoing provisions impracticable, the City Engineer <br /> may issue a special permit for installation of the side <br /> sewer requiring compliance with said provisions inso- <br /> far as is reasonably possible, and such permit shall be <br /> issued only upon the condition that the permittee shall <br /> record with the County Auditor an instrument acceptable <br /> to the City Engineer agreeing to save harmless and in- <br /> demnify the City of Everett from any damage or injury <br /> resulting from such installation . <br /> Cleanouts shall be placed in every house sewer at the <br /> junction with the soil pipe at the building, at the <br /> junction with the main sewer and at intervals of not to <br /> exceed one hundred (100) feet in straight runs. Every <br /> change in alignment or grade in excess of 221° in a <br /> house sewer shall be served by a cleanout, except that <br /> no cleanout shall be required for not to exceed one 45° <br /> change of direction or one 45° offset . The extension <br /> of house sewer cleanouts to grade is optional . <br /> Section 7: That Section 2.20. 190 be and the same <br /> is hereby amended to read as follows: <br /> 2.20. 190 Notice to be given Inspector. It shall <br /> be the responsibility of any person installing a drain, <br /> or making a side sewer connection, alteration, repair <br /> and/or extension thereof, for which a permit is required, <br /> to notify the Inspector at his office that the work has <br /> been completed and is ready for inspection before back- <br /> filling. Upon receiving such notice the Inspector shall , <br /> within twenty-four (24) hours, or such additional time as <br /> may be reasonably necessary, inspect the same, and such <br /> work must be made in the manner prescribed in this chapter <br /> and to the satisfaction of the Inspector before trench is <br /> backfilled. <br /> Section 8: That Section 2.20.220 be and the same <br /> is hereby amended to read as follows: <br /> 2.20.220 City Engineer to compel connection and <br /> lien for costs. Within thirty (30) days from the date <br /> the City of Everett makes available, as defined in Section <br /> 2.20.030, by any means whatsoever, a public sewer designed <br /> to serve the premises of a particular section, plat, <br /> addition or community, the residences, buildings and struc- <br /> tures located thereon in which plumbing and/or sanitary <br /> facilities are installed shall be connected to the public <br /> sewer system by means of a side sewer of a kind and size <br /> as required by this Ordinance. "Available" as used in <br /> this section shall mean whenever the public sewer is at <br /> an elevation with reference to the particular structure so <br /> as to serve the main floor of such structure with a side <br /> sewer laid on a grade of not less than 1/8" per foot . <br /> The City Engineer may, on written request from the property <br /> owner, extend the time of the required connection to the <br /> public sewer to a definite date not to exceed more than 90 <br /> days from date of original order, provided public health , <br /> - 6 - <br />
