ii <br />N <br />in even; vacancies occur and there is no eligibility list from <br />which said vacancy may be filled, temporary appointment may be <br />made of persons without Civil Service standing. <br />The Special City Attorney shall be appointed by the City <br />Council. <br />The Personnel Officer shall be ex-officio Secretary of <br />the Civil Service Commission. The Assistant and Special Examiners <br />in the Civil Service Department shall be appointed by the Civil <br />Service Commission. <br />The Clerk of the Police Court Department shall be ap- <br />pointed by the Police Justice. <br />The assistants and employees in the Department of Finance <br />shall be appointed by the Commissioner of Finance. <br />The officers, except City Engineer, assistants and <br />employees in the Department of Public Works shall be appointed by <br />the Commissioner of Public Works. <br />The City Council shall appoint a City Clerk, City Attorney, <br />Treasurer and City Engineer, as provided by Section 24 of the <br />Charter. <br />The officers, assistants and employees in the Department <br />of Safety shall be appointed by the Commissioner of Safety. <br />All persons paid on an hourly basis as hereinafter or <br />herein set forth shall be considered and be day laborers as <br />defined by the City Charter governing Civil Service (1.16.270). <br />Section 28: The City Commissioners of the City of Everett <br />hereby find that greater performance and efficiency can be secured <br />from the city employees who have adequate medical care furnished <br />on a uniform basis and that it is for the best interest of the <br />City of Everett to furnish medical care as a part of the con- <br />sideration of employment. (nj .16.280 <br />Section 29: The City Commissioners of the City of Everett <br />hereby provide, as part of the compensation to be paid all city <br />employees of the City of Everett, except policemen, firemen, and <br />temporary employees, a prepaid medical plan, the same or similar <br />to the plan of medical coverage now being furnished said city <br />employees by the City of Everett under terms of a contract with <br />the Occidental. Life Insurance Company to be determined by the <br />City Commissioners of the City of Everett. (1.16.290) <br />Section 30: There is hereby established a pay range code <br />for non-unt. orm employees of the City of Everett and all re- <br />ferences to said code in this ordinance shall be by number <br />preceded by the letter Lle . This code shall not apply to all <br />persons who are not allocated a code range number. <br />The pay range code as hereinafter set forth, establishes <br />the salary range based on years of service of each employee, <br />except as hereinafter modified and limited. Years of servicew,t the <br />shall be credited to all employees who were employed by the City <br />of Everett on and prior to the date of the adoption of this <br />ordinance. <br />al is <br />
