SEPA ENVIRONMENTAL CHECKLIST FOR <br /> Beverly Park Switching Station Expansion AGENCY <br /> P.U.D. NO. 1 of Snohomish County USE <br /> • Electric fields and magnetic fields (EMF) are associated with every power <br /> delivery system and electrical device. Possible effects upon human health <br /> from electric and magnetic fields continue to be investigated, with <br /> emphasis directed primarily at magnetic fields. The District looks to the <br /> research community for guidance and continues to monitor the research <br /> for definitive answers concerning EMF and human health but current <br /> research findings are inconclusive. There are no established or known <br /> levels of human exposure to power line magnetic fields which have been <br /> determined to be either safe or harmful. <br /> • The electrical equipment inside the switching station fence and the power <br /> lines outside the fence will generate electric and magnetic fields (EMF). <br /> EMF's are present during generation, transmission, distribution and use of <br /> electrical power. The fields are strongest adjacent to the source and <br /> rapidly decrease as the distance from the source increase. The placement <br /> of the electrical equipment inside the perimeter of the switching station <br /> fence and the arrangement of the rebuilt transmission line structures are <br /> designed to minimize the fields as compared to the arrangement of the <br /> existing facility. <br /> • The site includes an approximately 2,400 square foot area used for burial <br /> of concrete encased Transite pipe containing asbestos. The burial site <br /> was permitted and established by the previous owner and is covered with <br /> a four foot layer of concrete demolition material. This area is mapped but <br /> not currently fenced, nor signed, however the location on the site is not <br /> easily accessible to the public. <br /> 1) Describe special emergency services that might be required. <br /> • None beyond normal community emergency response. <br /> 2) Proposed measures to reduce or control environmental health hazards, if any: <br /> • The construction activities within the asbestos burial area will be <br /> restricted. The limits of the burial area will be fenced with a chain link <br /> fence and signed to limit access to the area prior to start of construction. <br /> b. Noise <br /> 1) What types of noise exist in the area which may affect your project (for example: <br /> traffic, equipment operation, other)? <br /> • Types of noise that exist in the area are traffic noise from Beverly <br /> Boulevard and Interstate 5. <br /> • There are no noises that will affect the project. <br />
