Trees required along the side lot lines would prevent the installation <br /> of walkways. <br /> Conclusions: The walkways and the additional four foot setback from the alley would need to be <br /> eliminated to meet the front setback and the landscaping along the entire side lot lines. <br /> 3. The arrangement of buildings and open spaces as they relate to other buildings and/or uses <br /> on the subject property and on surrounding properties. <br /> Findings: The four units will be all within one building. The building will meet the required <br /> five-foot side setbacks, the 20-foot rear setback, and the 45-foot height limitation. The building to <br /> the north on the neighboring property is closer to the front and side lot lines than the proposed <br /> building will be. Required open space is 150 square feet per unit, or 600 square feet total for the <br /> four units. <br /> Conclusions: The required open space and the side and rear setbacks will be met. <br /> 4. Visual impact to surrounding properties caused by parking facilities in the proposed <br /> development and whether such impacts are less than would result from compliance with the <br /> development standards and/or design guidelines proposed to be modified. <br /> Finding: All off-street parking will be provided and accessed from the alley. <br /> Conclusions: Reduction of the front setback will not create greater visual impacts to surrounding <br /> properties. Reduction of landscaping along the proposed parking spaces will create greater visual <br /> impact. This will be mitigated with a wood fence along the north side lot line next to the parking. <br /> A five-foot wide landscaped strip can be provided along the south lot line. <br /> 5. Does the proposed design mitigate the impacts that could be caused by relaxation of the <br /> standards which are proposed to be modified. <br /> Finding: The building design will have a front porch along the entire front facade that is four feet <br /> in depth. The six foot tall fences will provide a more secure environment and separation from the <br /> neighboring properties. <br /> Conclusion: The building design and layout should enhance the streetscape and the fencing <br /> should provide some additional separation from the properties to the north and south. <br /> DECISION: The proposal is approved as submitted subject to compliance with all city, state and <br /> federal regulations. The following conditions shall apply: <br /> 1. A final review and approval of the building design is required by the Planning Department prior to <br /> issuance of a building permit.
