No outdoor concrete crushing or wood grinding is proposed or allowed on the property at <br /> this time. The facility's operations and materials handled are not anticipated to generate smoke, <br /> glare or odor. Additional landscaping and slatted fencing is proposed around the outdoor storage <br /> areas to decrease visibility of the containers and debris piles from East Marine View Dr., SR 529 <br /> and surrounding properties. <br /> Conclusions: Dust control and any new air handling systems in the building will need to meet all <br /> Health District and Building Code requirements prior to installation and operations. The facility <br /> operations must comply with the City's noise ordinance of Title 20 Environment, Chapter 20.08 <br /> Noise Control. The additional landscaping and fencing as proposed must be installed and <br /> approved by the City prior to any outdoor storage activities. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the area and land <br /> use designation in which the property is located. <br /> Findings: The site is designated 5.1 Heavy Industrial on the City of Everett's Comprehensive <br /> Plan which allows for heavy manufacturing and industrial uses. This site was originally <br /> developed for pulp mill operations and was later converted to a warehouse facility to distribute <br /> wine and beer. <br /> Conclusions: The use is consistent with the City's General Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Findings: A final Mitigated Determination of Non-Significance (SEPA#10-035)was issued on <br /> October 18, 2010 for the proposed recycling facility. Several conditions of approval are included <br /> in the final MDNS and must be met. All necessary building and associated permits must be <br /> obtained for the proposal prior to construction and the sorting of materials. <br /> Conclusions: The proposal shall comply with the provisions of the City's Zoning Code and the <br /> applicant must obtain building permits and any required State and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by the applicant to <br /> reduce dependence of the proposed use on the automobile. <br /> Findings: The site is accessed from East Marine View Dr. Public transportation is available in <br /> the area. <br /> Conclusion: The proposal is located near an existing bus route. <br /> DECISION: The proposal is approved subject to the following condition. <br /> 4/5 <br />
