Findings: The property is developed with an existing building which was last utilized as a beer <br /> and wine distribution warehouse. No changes are proposed to the size,height and location of the <br /> existing building. A 10' x 80' portable truck scale is proposed on the north side of the building <br /> which is outside of the 200 foot shoreline zone. A truck ramp will also be built onto the east side <br /> of the building. <br /> Conclusions: The proposed truck scale and improvements are compatible with zoning <br /> regulations and surrounding properties. <br /> 6. The number, size and location of signs,especially as they relate to more sensitive land uses. <br /> Findings: Sign Category C of the Zoning Code applies to this site.No signs are proposed at this <br /> time. <br /> Conclusions:Not applicable. <br /> 7. The landscaping, buffering and screening of buildings, parking, loading and storage areas, <br /> especially as they relate to more sensitive Iand uses. <br /> Findings: Outdoor storage areas are permitted in the M-2 zone meeting the requirements of <br /> Section 41.100 for outdoor use, activity and storage in the City of Everett Zoning Code. The <br /> adjacent zoning districts are zoned M-2. To the south, across the street of East Marine View Dr., <br /> is zoned R-1 Single Family Detached Low Density. <br /> A portion of the property to the south and east of the existing building will be utilized for <br /> outdoor storage of empty containers and two storage piles of concrete and wood.An existing row <br /> of spaced poplar trees are present around the southeast perimeter of the site. To provide <br /> additional screening of the proposed outdoor uses, the Applicant has proposed to increase the <br /> density of the perimeter landscaping by planting spreading evergreen trees in between the <br /> existing poplar trees and to plant a 10'x 48'area to the north as shown on the landscape plan date <br /> stamped September 14, 2010. In addition to the landscaping, an 8 foot tall black chain link fence <br /> with slats will be installed around the perimeter of the empty storage container area and around <br /> the concrete pile. <br /> Conclusions: The new fencing, additional trees and landscaping will provide an increased <br /> buffer from surrounding properties, East Marine View Drive and SR 529. The outdoor storage <br /> piles shall be limited to no higher than 25 feet above the existing grade of where the piles are to <br /> be located. <br /> 8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare,visual blight or <br /> other undesirable impacts. <br /> Findings: The Applicant states that since the majority of the recycling operations will be <br /> contained within the building and under cover, outdoor noise and dust is anticipated to be <br /> minimal. Snohomish Health District is currently reviewing a permit application and Plan of <br /> Operations for the facility which includes review of the indoor operations and the air handling <br />
