EXHIBIT A <br /> SCOPE OF WORK <br /> Scope of Work <br /> HopeWorks Social Enterprises administers the Safe Streets Work Crew Program,which provides a supervised <br /> alternative to the expensive criminal justice processes for adult nonviolent offenders referred by the City Attorney's <br /> Office,Criminal Division(Prosecutor)and the Everett Municipal Court.This program is a voluntary work crew <br /> program that provides litter pick-up in the City's downtown core.Participants also receive supportive services and <br /> referrals to treatment,housing,health care and other services as determined by the Work Crew Manager and the <br /> assigned Family Support Coach(social worker)from Housing Hope.The Work Crew Manager also provides pre- <br /> employment training in soft skills related to entry into the employment market and decision making and <br /> interpersonal relationships. <br /> Needs Statement: <br /> The Everett Community Streets Initiative recommended the creation of a work crew program as part of the City's <br /> Safe Streets Plan.This program provides an alternative to incarceration,fines,or prosecution that benefits the <br /> community and the participants.The Safe Streets Work Crew does not have a user fee and is funded by the City. <br /> The program provides opportunities for participants to learn skills that will prepare them for future employment and <br /> assist in long-term career planning. <br /> Objectives: <br /> 1. Successfully administer the Safe Streets Work Crew program,which provides litter clean-up to areas of the <br /> City affected by street level social issues and crime.The program also focuses on building participants'pre- <br /> employment soft skills,which will assist them in obtaining and maintaining employment in the community <br /> following their participation in this program. <br /> 2. Ensure that the program is administered in compliance with all City codes and regulations,including the <br /> compilation and submission of required program reports and data. <br /> Referral Process: <br /> HopeWorks' Safe Streets Work Crew Manager will provide services to all individuals referred by the City <br /> Prosecutor's Office and Municipal Court,except where referral would be inconsistent with the safety of the <br /> supervisor,other participants,or the community. <br /> Participating in the Work Crew Program fulfils participants' court requirements for appearing in person at specified <br /> date,time and location.Failure to appear will result in termination of the participant's referral and HopeWorks' <br /> obligation under this agreement for that participant.In cases of failure to contact,the City and HopeWorks retain the <br /> discretion to accommodate participants when they show continued willingness to participate and it is mutually <br /> agreeable to all parties. <br /> Intake and Program Activities: <br /> Safe Streets Work Crew activities are provided Monday through Thursday from 8:45am to 2:45pm.In their first <br /> week of participation,all participants will begin on a Monday and meet with the Work Crew Manager at 2000 <br /> Hewitt Ave,Everett,WA 98201.During this initial intake process,the Work Crew Manager will explain the details <br /> of the program including program rules and the number of days required for completion of the program as <br /> designated by the referring entity. <br /> The Work Crew Manager explains that this program is a voluntary alternative to incarceration program before the <br /> participant signs the agreement.Definition of the term"voluntary"is also described in the participant agreement and <br /> the memorandum of understanding with the details of the programs expectations.Participants are offered time to <br /> consult with an attorney if they choose.Participants that wish to consult counsel will be scheduled an appointment <br /> within one week to either enter into the program or have their case returned to the Prosecutor for charging decision. <br /> A Family Support Coach from Housing Hope is available to assist the Work Crew Manager in providing direct <br /> supportive services to each participant.The Family Support Coaches are included in this grant budget and their <br /> hours are adjusted based on participant need,not to exceed 32 hours per month. <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated August 16,2019) <br />
