City of Everett 12020 Water,Filtration,Sewer,and Stormwater Rate Study F7 <br /> 1.Project Approach <br /> Task 6: Miscellaneous Charges Review <br /> HDR will review and update the City's miscellaneous charges. These charges were reviewed <br /> as a part of the last comprehensive rate study and HDR would propose that the same <br /> miscellaneous charges be reviewed and updated using a similar approach. Within the Everett <br /> Municipal Code, Title 14 Water and Sewer, Chapter 16 Water Rates and Regulations, Section <br /> 713 Rates and Charges the City has several types of charges listed. These were the charges <br /> updated as a part of the City's 2016 comprehensive rate study conducted by HDR. This review <br /> of fees does not include capacity or system development charges. <br /> Task 6 Assumptions: <br /> • Review with City staff the miscellaneous charges to review and update. <br /> Task 6 Deliverables: <br /> • A draft and final electronic technical memorandum summarizing the review of existing <br /> miscellaneous utility charges and updates to be reflective of current costs. <br /> Task 7: Rate Study Documentation —Written Report <br /> Prepare/submit a study report summarizing assumptions, findings, and study recommendations <br /> for each utility. The supporting spreadsheet analyses for each utility will be included as technical <br /> appendices. Develop an electronic(PDF)draft final report and incorporate any City comments <br /> or corrections into the final electronic(PDF)written report. <br /> Task 7 Assumptions: <br /> • An electronic draft report will be provided to City staff for review and comments. <br /> Task 7 Deliverables: <br /> • A final electronic report which includes a technical appendices of the analyses <br /> completed. <br /> Task 8 — Review of Industrial Pretreatment Charges <br /> Included within this task will be the review and update of the sewer utility's industrial <br /> pretreatment(IPT)charges. These charges will be developed, in part, based upon the sewer <br /> cost of service analysis and the assignment of costs to flow and strength parameters. At the <br /> start of the task, the HDR project manager and task lead will meet with the City staff assisting in <br /> this task to review and discuss the task goals and objectives and any issues or concerns with <br /> the current approach. HDR will work with the City and their pretreatment staff to review these <br /> charges and update/modify them to meet current program goals and objectives. The cost of <br /> service will have provided average unit costs for flow and strength which provide the cost basis <br /> for these types of charges. <br /> Section 13.1 of the City Pretreatment Ordinance provides a description of these IPT charges. <br /> The intent of these charges are to establish reasonable fees to reimburse the City for the costs <br /> of setting up and operating the City's Pretreatment Program. The City's IPT charges are <br /> separate and distinct from the City's rates. By ordinance, the IPT charges may include: <br /> A. Fees for wastewater discharge permits, including the cost of processing the permit <br /> applications, public noticing, issuing and administering the permit, and reviewing <br /> monitoring reports submitted by users; <br /> B. Fees for modifying or transferring permits. <br /> Page 9 <br />
