Fees for monitoring, inspection, surveillance and enforcement procedures including the <br /> cost of collection and analyzing a user's discharge; <br /> D. Fees for reviewing and responding to accidental discharge procedures and construction; <br /> E. Fees for preparing and executing enforcement action; <br /> F. Fees for filing appeals; <br /> G. Fees for High Strength Waste and Industrial Process flow; and <br /> H. Other fees as the City may deem necessary to carry out the requirements contained <br /> herein. <br /> I. Permit Fees <br /> • A 5 year permit for a Significant Categorical User, Middle Tier Significant Categorical <br /> User, or a Significant Industrial User <br /> • A 5 year permit for a Non-Significant Categorical Industrial User or Zero Discharge <br /> User <br /> • A 5 year Discharge Authorization <br /> • A 1 year Discharge Authorization <br /> • A Discharge Authorization for a one (1)time batch discharge. <br /> J. Permit Transfer Fee <br /> K. Permit Modification Fee. <br /> L. Monitoring Fees <br /> M. Enforcement Actions <br /> N. High Strength Waste Fees. Users having effluent concentrations of BOD and/or TSS in <br /> excess of 250 mg/L, and/or FOG concentrations in excess of 50 mg/L may be billed a <br /> High Strength Waste Surcharge. <br /> O. Industrial Flow Surcharge. An Industrial flow surcharge will be billed to Significant <br /> Industrial Users and Categorical users(and may be billed to other users where deemed <br /> appropriate by the Director)and based upon the amount of industrial waste flow. <br /> P. Cost Recovery. The City may recover any incurred expenses incurred due to <br /> noncompliance by a user <br /> HDR will work with the City to identify the specific IPT fees to be reviewed and updated. The <br /> high-strength surcharges(N. and O.)will be derived from the sewer cost of service analysis to <br /> be conducted as a part of the comprehensive rate study. The sewer cost of service will provide <br /> the average unit costs for flow and strength. <br /> Task 8 Assumptions: <br /> • A two hour meeting with City staff and HDR staff to review and discuss the current IPT <br /> fees to review and update. <br /> • City staff will provide the necessary data and input in the review and update of the IPT <br /> fees. <br /> Task 8 Deliverables: <br /> • An excel model for the review and update of the City's IPT charges. <br /> • A draft and final electronic technical memorandum of HDR's review and update of the <br /> IPT charges. <br /> Task 9 — Value Assessment of Utilities Structures <br /> As part of the study, the City is interested in determining the value of above ground assets for <br /> assisting in reviewing insurance requirements.
