City of Everett 12020 Water,Filtration,Sewer,and Stormwater Rate Study FYZ <br /> 1.Project Approach <br /> The City is evaluating the requirements of GASB 83 and any reporting requirements that may <br /> apply to the utilities. GASB 83 addresses the issue of accounting and reporting for certain asset <br /> retirement obligations (ARO). <br /> For this task, HDR will assist the City in reviewing the accounting and reporting requirements, <br /> researching how other utilities have responded to this requirement, and providing a summary of <br /> HDR's review and other utilities approaches. <br /> Task 11 Assumptions: <br /> ▪ A review of other utility's approach to addressing accounting and reporting for asset <br /> retirement obligations. <br /> Task 11 Deliverables: <br /> • A draft and final electronic technical memorandum summarizing the review and <br /> approaches of other utilities to address GASB 83. <br /> Task 12: Biosolids Site Feasibility Study <br /> In 2019, Everett Utilities purchased 17.5 acres of farmland from the General Fund. This <br /> farmland has been used in the past as an application site for Everett's biosolids. The Utility <br /> purchased the site as a hedge against higher bids from the remaining sites historically used by <br /> Everett for biosolids application. The City has requested assistance in reviewing their cost <br /> analysis related to the cost-effectiveness of this farmland acquisition. HDR will hold a two hour <br /> conference with City staff to review and discuss this task's overall goals and objectives. From <br /> that discussion and direction, HDR will review the City-developed analysis and provide a <br /> summary technical memorandum of the review outlining the recommendations and results. <br /> Task 12 Assumptions: <br /> • City staff will provide the City's current analysis of the biosolids site feasibility study. <br /> ® A two hour conference call with City staff and HDR staff to review and discuss the <br /> analysis. <br /> Task 12 Deliverables: <br /> ▪ Summary draft and final electronic technical memorandum of the review of the City's <br /> biosolids site feasibility analysis. <br /> Task 13: Project Meetings and Public Presentations <br /> Prepare materials and attend the following meetings to review interim findings, obtain policy <br /> direction, and present draft and final study results. In addition to the kick-off meeting described <br /> in Task 1.1, the following review meetings and public presentations are anticipated: <br /> • Up to eight(8) project meetings with City staff to review interim findings and receive <br /> policy direction. <br /> Up to two (2) meetings with the City Council to present study results and <br /> recommendations. <br /> • Up to two (2)meetings with other Stakeholder groups as may be requested. <br /> Should additional meetings be required, they will be provided on a time and material basis using <br /> the current hourly billing rates for the individuals. <br /> Task 13 Assumptions: <br /> Eight(8) internal project meetings and up to four(4) public meetings/presentations. <br /> Page 12 <br />
