Exhibit "A" Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives I. Scope of Service A. Activities/Project Description The Subrecipient will be responsible for administering the Evergreen Cottages program in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity: The Evergreen Cottages will serve twenty (20) households by providing 20 dwelling units on the property to tenants whose gross annual household income is not more than fifty percent(50%) of the annual median income (at the time of initial occupancy)for the Seattle- Bellevue-Everett metropolitan statistical area, adjusted for household size, as estimated from time to time by the U.S. Department of Housing & Urban Development (HUD). If at any future time HUD ceases issuing said median household estimates, the income under this Agreement shall be as determined by the City. . General Administration [Description of general administrative services to be performed in support of activities noted above] General administrative services include project management, contract management, project budget management, and Davis Bacon Prevailing Wage Monitoring and Certification. B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate subcategory under the National Objective: Housing 14C - Rehabilitation: Public Housing Modernization 24 CFR 570.202(a)(2) or 42 USC 5305(a)(4)
