FaR <br /> EXHIBIT A <br /> SCOPE OF SERVICES <br /> Background <br /> The City of Everett, Washington (City) has purchased the Kimberly-Clark treatment facilities to <br /> control the remaining active combined sewer overflow (CSO) sites. The anticipated phases of <br /> this project include: <br /> • Phase I: Planning - Development of the overall plan for the Port Gardner Storage Facility <br /> (PGSF) project that will establish the plan to route flows to the facility and how to modify <br /> the treatment facilities for CSO control. In addition, the City desires to use the facility to <br /> handle stormwater and discharge flows to the deep water outfall (DWO).This phase is <br /> covered by this current scope of services and will develop project to roughly the 10% <br /> design level. <br /> • Phase II: Final design -The scope and budget for this phase will be developed upon <br /> completion of Phase I. <br /> • Phase III: Construction—The scope and budget for this phase will be developed upon <br /> completion of Phase II. <br /> The consultant team (HDR Team) is led by HDR Engineering, Inc. (HDR) as the prime <br /> consultant and includes Brown and Caldwell (BC) for storage facility planning, and McMillan <br /> Jacobs for trenchless conveyance options. <br /> This first phase of this project will be to complete the planning process and identify the projects <br /> that will need to be completed to bring the CSO sites into compliance by 2027. The following <br /> tasks are included in this scope of work: <br /> Task 100—Project Management <br /> Task 200—Collection System Modeling <br /> Task 300—Conveyance Alternative Development <br /> Task 400—Storage Facility Plan <br /> Task 500—Cost Estimation <br /> Task 600— Reports <br /> Task 700— Permitting and Environmental Compliance <br /> Task 800 - Additional Services <br /> Project Assumptions <br /> 1. Project duration for this phase of services will be one year. <br /> 2. Client shall provide review comments in a timely manner, within two (2) weeks of <br /> submittal receipt. <br /> 3. Client is requested to coordinate and consolidate all review comments (resolving internal <br /> conflicts in comments) prior to return to HDR. <br /> 4.
