FAR
Consultant Services
1. Meet with City to review and discuss the existing InfoSWMM hydraulic model of the CSO
system and separate stormwater network. Items for discussion include:
a) Status of basin modeling upgrades.
b) Model calibration/validation status.
c) Flow monitoring data status/needs.
d) Discussion of data file transfers and modeling tasks.
2. Prepare a Modeling Plan that will describe the modeling process/procedures that will be
used. The Modeling Plan will describe the updates applied and the calibration/validation
procedure and results. In addition, the Modeling Plan will include a summary of the
assumptions made regarding the conveyance alternatives (as defined in Task 400).
3. Update the CSO and separate stormwater model to reflect:
a) Sanitary flow loading:
i. Current sanitary flow loads will be updated to reflect current flow loads observed
in the combined system, including l&I assumptions identified through Tasks 202
and 301.
ii. Future sanitary flow loads included in the model will be updated to be used in the
evaluation of the future combined system performance scenarios.
b) Current maintenance issues and operational procedures—modeled system will be
reviewed and updated, as necessary, to include any recurring maintenance issues
and reflect current operating procedures.
c) Perform model validation/calibration using data collected in Task 301. The modeled
response will be compared (validated) to measured values. If the model results do
not fall within reasonable flow and volume ranges as compared with the observed
system performance, then the model will be adjusted (calibrated) to better conform to
existing system performance.
4. Use the updated hydraulic model to evaluate the existing CSO and separate stormwater
systems (including the DWO) performance against level of service goals. This analysis
will serve as a baseline against which to evaluate the impacts of alternatives identified
under Task 400.
5. Perform quality control reviews periodically through the model update and
calibration/validation process.
Client Responsibilities
1. Provide existing CSO and separate stormwaer system model file.
2. Provide background system Geographic Information System (GIS) data and shapefiles.
Data includes, but is not limited to, parcels, streets, water features, land use/zoning and
contour.
3. Provide access to applicable sewer flow data.
4. Provide access to record drawings or other sewer system data needed to update the
CSO system model.
City of Everett—Port Gardner Storage Facility 5 Scope of Services
