Deliverables: Weekly project Core Team status meetings, agendas and notes
Task 1.2—On-going project Management- Project management will be central to this project from
beginning to end and beyond. As project manager,Tim Payne will be the day-to-day project manager for
the project team. He will be responsible for:
• Managing and updating the project schedule. We estimate the planning effort to begin
on March 23, 2020, and end on the date of the third City Council Meeting in November 2020.
Managing the schedule will ensure that the project remains on a timeframe that suits the needs of the
City of Everett.
• Delegating and supervising tasks among the Nelson\Nygaard staff team, including quality control for
all analysis and project deliverables.
• Ensuring on-going communication with Envirolssues team and oversee progress and quality control.
• Producing monthly one-page progress reports. As standard practice, Nelson\Nygaard will prepare
monthly progress reports that explain work completed and provide an update on the project budget.
Deliverables: Monthly progress reports
Regular schedule updates
Bi-weekly Outreach team coordination meetings (phone)
Task 2. Community Outreach
Task Objectives:
In process of reaching the initial conclusion referenced above, the City Council held three public
workshops in 2019. The Council has taken public testimony and held substantive discussions in all three
sessions, yet there remain many unanswered questions. In the course of creating and adopting the
Everett Transit Long Range Plan, there was significant public outreach to assess and guide the direction
of the plan. Much of this outreach can help to form the foundation of an outreach plan to facilitate the
next chapter in this journey.
The objectives of outreach would be to:
1.) Confirm the values of the community that were arrived at in the Long Range Plan
2.) Inform the community about the two pathways
3.) Engage the community to understand concerns, values, and the vision for local transit service
that may not have been expressed in previous outreach efforts
The strategies and tactics to accomplish these objectives could closely follow the outreach plan utilized
for the Long Range Plan. However, the initial phase of the outreach plan would need to also seek to
capture community questions, concerns, and ideas about the potential pathway involving the
consolidation option with Community Transit. While there have been informal conversations about this
possibility, it is important to understand community perspectives at an early stage.
Task 2.1 Community Engagement Strategy and Plan(March-April 2020)
