Exhibit A-2 — Amendment 2 Scope of Work Task 8 and 9, Phase 2 - SEI to SRI Intertie, SR08 Manhole, Leaking Hatch and Lift Station Slab CH2M HILL Engineers, Inc. (Now Jacobs) agrees to furnish the City of Everett (City) the following services as Amendment 2 to the scope of work and in accordance with the terms and conditions of the agreement to provide engineering services in support of force main inspections effective November 2, 2018 (Agreement). The budget for this work is presented in Exhibit D. The subtask budget subtotals in Exhibit D identify Jacobs anticipated focus and level of effort; however,the subtask budget subtotals do not represent not-to-exceed budget limits. The overall budget total for this amendment of$187,172 shall be the not-to-exceed budget limit. Managing to the overall budget total shall be affected in recognition that some subtask budgets may be exceeded while others may be under-spent. Invoices shall be prepared and submitted on a monthly basis and configured so that labor and expenses costs are grouped and tracked at the subtask level (e.g. Subtask 8.1, Subtask 8.2, Subtask 8.3, etc.). The purpose of this project is to prepare plans, specifications and cost estimates for bidding and construction of the South End Interceptor (SEI) to Snohomish River Interceptor (SRI) Intertie (per Alternate 3A: A 36" SEI Connection Upstream of Collection System, with an SRI Connection on the West Side of SR08 Overflow Structure, as conducted in Phase 1) and a new Manhole structure on SR08 (per preliminary plans, conducted in Phase 1), as documented within the Final SEI to SRI Intertie Technical Memorandum and the Final SR08 Outfall Rehabilitation Technical Memorandum, both of which were submitted February 6, 2020. Since submittal of the Technical Memorandums, per request of the City,Jacobs has been advancing designs of the SEI to SRI Intertie,the new Manhole structure on SR08 and the SR08 leaking hatch using remaining available budget on the contract. Refer to the SOW developed for advancing these designs with remaining budget for a summary of the specific activities. Per the request of the City, the work described herein needs to be coordinated with the Riverfront Eclipse Mill Park site work during mid-2020. Subtask 8.2 includes the scope for developing the final design of the SEI to SRI Intertie. Subtask 8.3 includes the scope for developing the final design of the SR08 pipeline, including the new manhole structure. Subtask 8.4 includes the scope for developing the final design of the SR08 Leaking Hatch. The design and construction documents developed within Subtasks 8.2, 8.3 and 8.4 will be combined into one bid package. The cost estimates that will be developed at 100%, as noted within these subtask descriptions below, will also be combined into one cost estimate package. Page 1
