City of Everett 00 6800 - 2 <br /> 2020 Biosolids Removal UT3705-11 <br /> 2. For all hours worked in any given week if they perform manual or physical <br /> labor for fifty percent or more of their hours worked on a public works project <br /> during such week. <br /> 1.3 SUBCONTRACTORS ' <br /> A. The Contractor shall include the apprentice utilization requirements of this <br /> Specification 006800 in all subcontracts executed for the Project, and ensure that111 <br /> all subcontractors working on the Project are notified of the apprentice utilization <br /> requirements. The Contractor is responsible for using good faith efforts to meet <br /> the apprentice utilization requirements of the Contract, including overall <br /> compliance on all contract labor hours worked by subcontractors. <br /> 1.4 CHANGES TO THE APPRENTICE UTILIZATION REQUIREMENT <br /> A. If the Contractor determines during the term of the Contract that it will be unable , <br /> to meet the apprentice utilization goal, the Contractor must ask the City in writing <br /> to modify the goal. The request shall include documentation of the Contractor's <br /> affirmative efforts to use apprentices registered with the Washington State <br /> Apprenticeship and Training Council ("SAC"), including copies of <br /> correspondence between the Contractor and the SAC approved apprentice <br /> programs, union locals, FAST Jobs Coalition, and others. ' <br /> B. Bases for modification of goal include, but are not limited to: <br /> 1. A lack of availability of apprentices; , <br /> 2. A disproportionately high ratio of material costs to labor hours, which does <br /> not make feasible the required minimum levels of apprentice participation; <br /> 3. Participating contractors have demonstrated a good faith effort to comply <br /> with the requirements of this resolution; or <br /> 4. Other criteria deemed appropriate by the City in its sole discretion. <br /> 4.3 Cityshall evaluate the request, and if appropriate, a chap e order shall be <br /> qg <br /> prepared by City authorizing modification of the apprentice utilization goal. If City <br /> determines that a modification is not justified, City shall communicate the <br /> decision in writing to the Contractor. <br /> 1.5 MONTHLY APPRENTICE UTILIZATION REPORT <br /> A. With each Request for Progress Payment, the Contractor shall submit to City a <br /> Monthly Apprentice Utilization Report in an electronic format to be provided by <br /> City, for the Contractor and all subcontractors. The Contractor and all <br /> subcontractors performing work on the Project during the reporting period shall <br /> 00 6800 - 2 APPRENTICE UTILIZATION AND REPORTING <br /> 1 <br />
