a. Findings-_ The existing service station was built in 1970, <br />according to the Snohomish County assessors records. The <br />subject property was annexed to the City in January of 1979. A <br />default zoning designation of R-S, Suburban Residential was <br />assigned to the annexed area until a permanent zoning <br />designation is established. <br />b. rnnnl„aions- The existing use and structures were established <br />prior to being annexed to the City. <br />criterion No. 2 <br />That the variance will not be materially detrimental to the property <br />in the area of the subject property or to the City as a whole. <br />a. Find=ngs_ No written adverse comments have been received at <br />this time. <br />b. ConnlmciQnce The variance should not be materially <br />detrimental to the property in the area of the subject <br />property or to the City as a whole. <br />criterion No. IL <br />That the variance will only grant the subject property the same <br />general rights enjoyed by cther property in the same area and zone as <br />the subject property. <br />a. Findingr-: The adjacent properties are developed with uses <br />consistent with their zoning designation and which conform to <br />the City's Zoning Code requirements. <br />b. Conclnaionsi The subject property, if properly zoned in <br />accordance with the City's General Plan designation of Highway <br />Commercial, would be in conformance with the City's Zoning <br />Code requirements. <br />Criterion No. 4: <br />That the variance is the minimum necessary to allow the subject <br />property the general rights described in Criterion 3. <br />a.
