EXHIBIT A
SCOPE OF SERVICES
Background
1. The City of Everett, Washington (City) selected HDR Engineering, Inc. (HDR) to provide
engineering analysis, design, and permitting assistance to expand the Final Effluent North
(FEN) pump station capacity at the Water Pollution Control Facility(WPCF), as well as
replacing the chlorination facilities. The FEN pumping system is an integrated process that
combines open channel hydraulics, chlorination, dechlorination, effluent pumping, and
discharge. All components of the system must work together to produce a fully treated
effluent at the desired flow rate.
2. During Phase 1 and Phase 2, HDR completed a study on the FEN pumping system and
hydraulics as well as a basis of design for the Chlorination Building. Final design and bid
documents were produced, as well as a base scope for services during construction (SDC).
3. The intent of this scope of services is to provide an amendment to provide an extension of
time and engineering services to determine the cause of the leak that was observed by the
City at the discharge manhole adjacent to the Snohomish River on December 20, 2019 and
provide a repair design and specification.
Scope of Services
Task 800 Project Management — Phase 2
Objective
The purpose of this task is to monitor, control and adjust scope, schedule, and budget as well
as provide monthly status reporting, accounting, and invoicing for an additional 9 months of the
contract.
HDR Services
1.
