3. At the time of planting, shrubs must be at least two-gallon size and a minimum of 18" in height, <br /> deciduous trees must have a minimum caliper of 2'/2-inches, evergreen trees must be at least six feet <br /> high, and groundcover must be planted to attain 90 percent coverage within three years of planting. <br /> 4. The northeast portion of the site containing the altered and additional parking areas must meet C-2ES <br /> code requirement for Parking Lots — Screening and Landscaping which requires trees to be used to <br /> break up large parking areas at a ratio of one tree per four parking stalls. (EMC 19.25.010.D) <br /> 5. Final Inspection by the Planning Department. A final inspection of the landscaping will be required by <br /> the Planning Department prior to final project approval. Call your project planner, Grace Pollard, to <br /> schedule an inspection at least a week in advance at 425.257.8807 or by email at <br /> gpollard@everettwa.gov. <br /> 6. A City of Everett maintenance assurance may be required prior to the issuance of a Certificate of <br /> Occupancy/final approval for not less than 10 percent of the cost of replacing the landscape materials. <br /> Provide a written estimate for the cost of materials along with the assurance. The Applicant may post a <br /> bond, complete a set-aside letter, or deposit cash with the City of Everett City Clerk's office. After the <br /> landscaping is installed and the inspection is approved, the appropriate form will be provided to the <br /> Applicant for completion. <br /> The Planning Director approved the landscape modifications based on the following: <br /> Subsection 35.070.A. of the City of Everett Zoning Code gives the Planning Director, using Review Process I, <br /> the authority to modify the required landscaping if the applicant proposes an alternative method of landscaping <br /> that would achieve the intent and purpose e of the landscaping required and which the Planning Director <br /> determines to provide superior quality. <br /> Subsection 35.030.B. of the City of Everett Zoning Code gives the Planning Director authority to determine <br /> how the code is to be applied when conformance with current landscaping requirements would create <br /> nonconformity of parking standards or would conflict with the location of existing buildings on the lot. <br /> Review Process I is a written decision by the Planning Director which approves, disapproves, or approves with <br /> conditions the proposal of the applicant. <br /> The approved landscape modifications are shown on the landscape plan dated March 2, 2018. The <br /> modifications were approved based on the following: <br /> Included in the proposed landscape design is a new landscape area within the Pine Street right-of-way in front <br /> of the main entrance to the hotel and a new landscaped courtyard alongside the hotel south of the main entrance. <br /> These additional landscape elements create unique focal points of interest providing an enhanced arrival <br /> experience for guests as well as mitigating for the lack of landscape width around the perimeter of the site. <br /> Landscape Modification No. 1, 2, 3 & 4 —Reduce the width of required landscaping. A modification to the <br /> width of perimeter and parking area landscape screening is necessary to accommodate the site's existing <br /> parking lot. Conformance with current code standards would create a nonconformity of parking standards. Due <br /> to the narrower perimeter landscape widths a decorative wrought iron fence within these areas will be <br /> incorporated into the landscape design. The fence will add an ornamental effect to the areas requiring Type III <br /> landscaping and will increase the visual separation of the site's existing parking lots from the public streets. <br /> Landscape Modification 5 & 6 — Interior Parking Lot Landscaping Per current code standards the site <br /> requires a minimum of 5,910 square feet of interior parking lot landscaping (30sf per stall) dispersed throughout <br /> the parking area in such a manner whereas no parking space shall be located more than eighty feet from an <br /> internal landscape area in the same row and must include a minimum of 28 trees. The proposed interior parking <br /> lot landscaping for the site is 13,760 square feet, far exceeding the minimum required for the site. A <br /> Pa� <br /> REVI#17-014 <br />
