If you have any <br /> questions regarding these comments, please contact Arnie Roshak with the,City of Everett <br /> Public Works Department (425-257-7249 or ARoshak@everettwa.gov). <br /> a. Previous comments to the owner/designer as published in the Final MDNS for SEPA16- <br /> 025 are reiterated below for reference: <br /> i. Stormwater from the site shall be managed in accordance with the applicable <br /> City stormwater management requirements in effect at the time of building <br /> permit/public works permit submittal. <br /> ii. The site is in the combined sewer area and Interim policy 2-11 applies for this <br /> project. <br /> 1. Stormwater shall be controlled according to the requirements of the 2010 <br /> Stormwater Management Manual and minimum requirements 1-9 apply <br /> (except MR#6 per Interim Policy 2-11), if submitted for permit prior to <br /> 1/1/2017. <br /> iii. Do not connect roof drains or other new impervious surfaces directly to the side <br /> sewer or lateral (see EMC14.08.180H). Discharge of surface water shall be to the <br /> storm drain system in the alley <br /> b. Please see the attached flow chart (Figure 2.1 and 2.2) for determining minimum <br /> requirements for this project,per the 2010 Stormwater Management Manual. <br /> i. Please answer this question: For the proposed parking lot, it appears that <br /> significant regarding will occur, which I assume will require removing the <br /> existing impervious area to the base course or below. Is this correct? If so, <br /> minimum requirements 1-9 apply, with the exception of MR6. (See the <br /> highlighted route on Figure 2.1) <br /> ii. the parking lot is going to be a grind and overlay only, please explain the <br /> construction and continue on to Figure 2.2 for potential additional requirements. <br /> 1. There are two possible routes for your project. If the project will have <br /> greater than 5000sf of new plus replaced impervious surfaces (TRUE), <br /> AND the value of the proposed improvements including interior <br /> improvements exceed 50% of the assessed value of the existing site <br /> improvements, then Minimum Requirements 1-9 apply. It is on the <br /> burden of the developer to prove that their improvements are less than the <br /> 50%to be exempt from these requirements. <br /> c. Additionally, this site is in an area where there are level of service issues in the <br /> combined sewer system, so detention will be required to limit discharges to match the <br /> existing site. <br /> d. The filter swale (treatment) is not required per Interim Policy 2-11 since the project <br /> discharges to the combined sewer system and therefore the treatment plant. This system <br /> is too close to the building and this site is not suitable for infiltration because the <br /> neighboring property has a basement. Please redesign the stormwater mitigation for this <br /> property according to the information and minimum requirements noted above. <br /> Page 3 ofA' <br />
