Horizon Elementary School — Classroom Portable Installation <br /> Construction SWPPP Narrative <br /> May 10, 2019 <br /> engineering p c <br /> 12) Manage the Project: All phases of construction will be managed by the Contractor. The <br /> site must be stabilized and no soils will be allowed to remain exposed and unworked for <br /> more than two days between October 1St and April 30th and for more than seven days <br /> between May 1St and September 30th. The Contractor will provide maintenance and <br /> monitoring of TESC BMPs. Work of all contractors will be coordinated to minimize the <br /> duration of disturbance on the site. The best management practices shown on the TESC <br /> plan are minimum requirements. Failure to maintain SWPPP measures in accordance <br /> with adopted standards may result in the work being performed at the City's direction and <br /> the costs assessed as a lien against the property where such facilities are located. <br /> 2. PROJECT DESCRIPTION <br /> The proposed project will include installation of a double classroom portable northeast of the <br /> existing play field. Associated site improvements for the portable installation include the <br /> construction of new asphalt pathways approaching the modular structures to accommodate <br /> pedestrian access. <br /> Water Quality Treatment and Flow control will not be required for this project as the project does <br /> not add 5,000 square feet or more of new impervious surface and does not convert%acres or <br /> more of native vegetation to lawn or landscaped areas, or 2.5 acres of more of native vegetation <br /> to pasture. <br /> Estimated earthwork quantities for the project are less than 100 cubic yards of fill and less than <br /> 100 cubic yards of cut. These quantities are estimates only and intended for municipal permitting. <br /> These quantities shall not be used by the Contractor as a basis for any contractual information. <br /> The Contractor shall prepare their own earthwork quantities based upon the information provided <br /> in the contract documents. <br /> 3. EXISTING SITE CONDITIONS <br /> Horizon Elementary School resides on an approximately 18.99-acre parcel. The parcel consists of <br /> elementary school buildings, parking lots,portables, sand playfield, asphalt play areas and a <br /> wetland area. The proposed installation area is located near the eastern border of the school <br /> property. <br /> Topographically,the overall school site generally slopes from the northeast to the southeast from <br /> a high elevation point of approximately 586-feet. More specifically,the area of the proposed <br /> classroom portable building installation is relatively flat and level with no significant change in <br /> grade across the full span of the identifiable area of work. <br /> 4. ADJACENT AREAS <br /> The school property is bounded by W Casino Road to the north, multifamily residential properties <br /> to the east and west, and both a single-family residence and a corporate/manufacturing property to <br /> the south. <br /> 5. CRITICAL AREAS <br /> Based on the City of Everett critical areas mapping,there is an expansive delineated wetland area <br /> occupying the entire southwest portion of the school property, located a short distance west of the <br /> portable installation area. Additionally,an associated"type NS"or non-fish bearing creek, named <br /> Merrill &Ring Creek, flows northerly through the northwest portion of the parcel from its <br /> Page 3 <br />
