Mr. Scott Connor
SCR Architects
Plan Check Number: B1906-015, First Building Review
June 28, 2019
Geotechnical
1. The geotechnical report has been prepared by GeoTest Services, Inc., dated May 3, 2019. The
geotechnical engineer should submit a supplemental report providing additional
recommendations for the foundation system. The recommendations shall state the required soil
criteria for the design of the soil anchors. Additional comments regarding the structural design
are provided below. See Detail 5/F1 and Structural Note 5 on Sheet Fl. See IBC Sections 202,
1803.2, 1803.5.5, 1803.6, and 1810.1.1.
Architectural
1. The Project Data section on Sheet A0.01 discusses the proposed portables in the"New Work"
statement. The work describes two new portables, identified as P-10 and P-11, with a total
area of 3,320 SF. However, Sheet A1.01 shows a single portable, identified as P-6/P-7 with an
area of 1,771 SF. Note that the width of the portable is not consistent between Sheets A1.01
and A2.01. The drawings should be revised as needed for clarity.
2. The occupant load shall be stated in the Project Data section on Sheet A0.01. See IBC Section
1004.1 and Table 1004.1.2.
3. The restroom facilities for the new portable are provided in the existing portable toilet building
shown on Sheet A1.01. It is understood that the building provides a maximum of 3
waterclosets for each sex. Based on an estimate of the total occupants in the existing and
proposed portable buildings, it appears that additional waterclosets may be required. An
analysis of the restroom facilities shall be submitted verifying that adequate facilities are
provided to accommodate the increased occupancy. See IBC Sections 2902.1 and 2902.3.2
(WAC).
4. The new portable building does not include restroom facilities and requires the facilities in an
existing building to meet the requirements of Section 2902.1. The accessible conditions of the
existing portable toilet building are unknown. If the existing building is not fully accessible per
ICC A117.1-09, the existing building shall be upgraded per the requirements of IEBC Section
705.2. Documentation substantiating the existing conditions, and modifications as needed,
shall be submitted for review. See IBC Sections 1109.2 Exception 7 and 2902.3.1.
5. Partial Plan 5/A2.02 indicates a ramp on the south side of the upper landing. The following
comments shall be addressed:
a. The plan specifies a ramp slope of 1:8. The ramp appears to be part of the egress route,
and therefore the increased 1:8 slope per IBC Section 1012.2 is not permitted for this
location. The ramp slope shall not exceed 1:12. The ramp shall be revised. See IBC
Section 1101.2 and ICC A117.1-09 Section 405.2.
b. The plan shall specify that the ramp be provided with a slip-resistant surface. See IBC
Section 1012.7.1.
(--,-~m
3200 Cedar Street 0425.257.8810 0 everetteps@everettwa.gov
Everett,WA 98201 425.257.8857 fax everettwa.gov/permits
Page 2 -
