A. INTRODUCTION Archdiocesan Housing Authority dba Catholic Housing Services of Western Washington(CHS) is the management agent of Everett Safe Streets Supportive Housing. Opening in 2019,the mission of Everett Supportive Housing is to provide low-barrier affordable housing for homeless individuals along with providing on site services to help residents overcome the obstacles that led to their homelessness. Everett Supportive Housing provides supportive services in a low- barrier model for homeless individuals and provides a unique wrap around service program with permanent housing. • SPONSOR/MANAGER Catholic Housing Services (CHS) of Western Washington is the developer and managing member of Everett Supportive Housing. CHS has extensive housing experience owning and/or operating more than 50 low-income housing projects with over 2200 units. A majority of the units serve elderly, disabled and special needs populations. CHS has significant experience in the development and operation of housing with services projects of the scope of Everett Supportive Housing. • THE MANAGEMENT AGENT PHILOSOPHY Catholic Housing Services of Western Washington will manage the Everett Safe Streets Supportive Housing project. Property management services will include both building maintenance (maintenance, repairs,budget, and technical/administrative requirements). In addition to directly performing property management activities, CHS will contract with Catholic Community Services of Western Washington (CCS) and other community-based service providers to provide services to address residents' needs (community, safety, psychological, and physical needs). The Mission of Everett Safe Streets Supportive Housing is to provide housing and supportive services for homeless individuals,including intensive case management and 24 hour a day staffing, seven days a week. There are linkages to local service and care providers, including Catholic Community Services. These linkages ensure residents have access on-site to the supportive services they need to overcome the causes of their long term homelessness,and can stabilize and live independently and successfully in the community. Operating Premises: • Residents need to feel safe and secure in order to have control over their lives and live with dignity. • The success of many residents depends on the establishment of service linkages including case management, counseling, employment, and substance abuse treatment.
