6. Both requests, the short subdivision and the Review Process III (Special <br /> Property Use Permit), involve portions of the same property and have been <br /> consolidated for review. The Review Process III (REVIII), as defined in EMC <br /> 15.16.030, is conducted by the City of Everett Hearing Examiner. The <br /> Examiner's responsibility is to review the proposed project and upon <br /> consideration of City, State and Federal laws make a decision on the merits of <br /> the project. (exhibit 1, staff report, page 2; testimony of Ms. Weldon) <br /> 7. The City established a Safe Streets Supportive Housing project to address <br /> needs of the community. On June 1, 2016, the City selected CHS to develop <br /> low-barrier housing as part of a process of implementing the Community <br /> Streets Initiative and the Safe Streets Plan. The purpose of the plan was to <br /> address street-level social issues, including homelessness, addiction and <br /> mental illness. The plan identified a three-pronged approach to address these <br /> issues and it included housing. As part of the process, the City identified a <br /> preferred location for housing at 6107 Berkshire Drive, the property subject to <br /> the request in this matter. The 6107 Berkshire Drive site was chosen after an <br /> extensive property search for the most suitable location for a supportive <br /> housing facility. A final alternative sites analysis was completed using specific <br /> criteria. It was determined that the location satisfied necessary elements for a <br /> successful development, and the proposed project would provide an effective <br /> method for housing and would meet some of the needs of the City of Everett. <br /> On November 9, 2016, the City Council passed Resolution 7048 confirming the <br /> preferred location as the subject property. The development of the site will include construction of a four-story apartment <br /> building which will have up to 70 studio and one-bedroom units targeted to <br /> serve homeless people, including 40 with disabilities, 15 diagnosed with chronic <br /> mental illness and ten young adults aged 18 to 24. The building will also have <br /> office space designed for social service providers and case managers to meet <br /> with residents. It will have several on-site amenities, including outdoor garden <br /> areas, outdoor gathering space for residents to interact, a space for service <br /> animals to get exercise, and a multi-purpose community room with computers <br /> dedicated to resident use. (exhibit 1, staff report, page 5; testimony of Ms. <br /> Weldon) <br /> 9. The project will be located at a site with existing utility services and <br /> infrastructure on or near the site. (exhibit 1, staff report) <br /> 10. The access to Lot 3 of the short subdivision will be off Berkshire Drive. Access <br /> to Berkshire Drive is off 63rd Street SE, and Evergreen Way is approximately <br /> two blocks west of the site.
