11. Pursuant to the State Environmental Policy Act (SEPA), the City of Everett was <br /> designated as the lead authority for reviewing impacts caused by the <br /> development as proposed with the instant request. The City required CHS and <br /> City staff to answer questions set forth in the Environmental Checklist. Based <br /> on the answers provided by both CHS and the City, and based on other data <br /> provided the City for its review, a Final Mitigated Determination of Non- <br /> Significance (MDNS) was issued for the project on April 5, 2017. The MDNS <br /> contained mitigation measures of adverse impacts. No appeals were filed of <br /> the MDNS. (exhibit 10, SEPA environmental checklist; exhibit 15, SEPA, final <br /> MDNS; testimony of Ms. Weldon) <br /> Short Subdivision Findings <br /> 12. The City requested preliminary approval of a three-lot short subdivision of 21.61 <br /> acres, commonly known as the Reservoir No. 3 property, generally located at <br /> 6107 Berkshire Drive, Everett, Washington (the exact legal description is set <br /> forth in exhibit 10, SEPA- environmental checklist). One of the created lots of <br /> the three-lot subdivision, Lot 3, would be transferred to CHS for development of <br /> the project (the Everett-Safe Streets Supportive Housing project). Lot 2 of the <br /> short subdivision would be expanded to segregate the property on which the <br /> existing Alderwood Water District pump station is located. Lot 1, the remaining <br /> 19.57 acres of the entire parcel, would continue to be used for City of Everett <br /> water utility purposes and the existing Everett Fire Department training site. <br /> (exhibit 1, staff report, page 1; exhibit 4, preliminary short subdivision map; <br /> testimony of Ms. Weldon) <br /> 13. Short subdivisions within the City of Everett are reviewed pursuant to the <br /> • evaluation criteria of EMC 18.28.010. These criteria are identified in the <br /> conclusions of this document. <br /> 14. With the implementation of the adopted Community Streets Initiative <br /> recommendations, the City is promoting housing for homeless individuals. This <br /> activity would occur on proposed Lot 3 of the short subdivision. The other lots <br /> would include activities for the public utilities and the water reservoir, as well as <br /> Fire Department training. The activities on all three lots of the short subdivision <br /> would promote public use and interest and would be consistent with the <br /> standards as established by the City, as well as the State. Lot 3, the lot on which the proposed supportive housing facility is to be located, <br /> is projected to be a 1.2-acre parcel. Lot 2,-the public utilities lot, would be <br /> approximately 0.81 acres and Lot 1, the location of the public utility purposes <br /> and Fire Department training, would be 19.57 acres.
