Approximately 19,264 square feet of Lot 3 will be open space. Although the R- <br /> 1 zone has no standard for open space for multiple-family developments, the <br /> Everett Planning Department submitted that the proposed open space would <br /> meet the needs of the residents. The Everett Planning Department <br /> recommends a condition that will require a minimum of 200 square feet of open <br /> space per resident. (exhibit 1, staff report, page 22; testimony of Ms. McCrary) <br /> 73. The proposed facility will have on-site recreation. The design, as submitted, <br /> provides a picnic area, garden area, off-leash pet area, outdoor terrace and <br /> landscaped park area. There is also a loop walking path around the building <br /> providing on-site exercise opportunities and dog walking. Parking is required to be provided at a rate of one parking space for every four <br /> residents, for a minimum of 18 spaces. CHS proposed 21 parking spaces <br /> located on the east side of the proposed facility. The visibility of parking will be <br /> reduced from Berkshire Drive. A five-foot wide paved pedestrian pathway is to be provided to the proposed <br /> sidewalk along Berkshire Drive to connect to the Evergreen Way sidewalk. <br /> Due to the sloping grade of the site, the pathway splits to provide a direct stair <br /> route down to the sidewalk and a ramp route to the sidewalk. The pathway is <br /> clearly defined and designed to be separate from the vehicular access. <br /> Vehicular access will be provided from the existing driveway off Berkshire Drive <br /> located at the top of the hill where Berkshire Drive right-of-way bends and <br /> continues south. The maximum building height for structures in the instant zone is 50 feet. CHS, <br /> in the Environmental Checklist, submitted that the facility had been designed <br /> and oriented on a north-south axis in order to have the shortest side of the <br /> building front Berkshire Drive and thereby minimizing visual light and shadow <br /> impacts of a larger building. (exhibit 10, SEPA Environmental Checklist) The <br /> building is designed with three distinct volumes to help modulate the façade. <br /> There will be a roofline variation that will include a stair tower that will be a <br /> maximum of 60 feet. The height of the stair tower will be ten feet over the R-1 <br />
