The proposal provides fair and equal housing opportunities to citizens in the <br /> community. Specifically, it provides housing to the most vulnerable residents in <br /> the community, those individuals suffering from personal, financial and medical <br /> issues. The proposal satisfies the Comprehensive Plan's goal of <br /> deconcentrating low-income housing in one specific area of the City and <br /> integrating a wide range of housing choices throughout the City. (exhibit 1, <br /> staff report, page 21; testimony of Ms. McCrary; testimony of Mr. Tippy) <br /> 67. The proposed project is consistent with the Sustainability Goals of the City of <br /> Everett. It will help locate housing near major transportation corridors with <br /> pedestrian accessibility. The facility will be a residential facility that is an Ultra <br /> High Energy Efficiency Demonstration Project and will satisfy the Climate <br /> Change and Sustainability requirements of the City. The City submitted that federal funding sources are being proposed to finance <br /> the residential facility, including operating rental subsidies; Because of this <br /> funding, the project is being evaluated and must comply with the provisions of <br /> the National Environmental Protection Act (NEPA). CHS will be responsible for <br /> the compliance with NEPA and other City regulations. All federal, state and <br /> local permits and approvals required for this facility will be secured. In addition to the General Evaluation Criteria requirements of a Special <br /> Property Use Permit, Supportive Housing General Provisions, as set forth in <br /> EMC 19.39.155.A.1, must be satisfied. <br /> 70. The exterior lighting on the building will illuminate the entry and exterior <br /> common areas at night. A pole mounted parking lot lighting system is <br /> proposed, and the lighting will be designed to shield neighboring properties. It <br /> will be operated on a dusk-to-dawn timer and occupancy sensors to minimize <br /> impacts. Landscaping is projected to be planted and maintained to provide natural <br /> surveillance within the site and from the street. Security to the facility will be <br /> staffed 24 hours a day, seven days a week with front desk staffing. (testimony <br /> of Mr. Tippy; testimony of Mr. Rice) The entrance will be secured by an <br /> electronic controlled entry system. The facility will have a guest policy program <br /> and security camera system on the exterior and interior. A safety committee of <br /> the facility management will meet monthly to assess any current needs and <br /> ensure that best practices are used. Emergency plans will be developed using <br /> procedures developed by CHS from years of operating similar facilities. <br /> 1/37 <br />
